July 9, 2024 <br /> <br />Discussion: <br /> <br /> The Portsmouth PD's current Automated External Defibrillators are past their <br />operational life or are inoperable and no longer meet the needs of Police or Emergency <br />Management. <br /> <br /> As outlined in the PPD’s Operating Procedure (OPR)-48 policy, old and inoperable <br />AEDs require replacement. <br /> <br />Financial Impact: <br /> <br /> <br /> The Virginia Department of Criminal Justice Services is providing $15,952 in <br />funding through the grant. In addition, the City is required to contribute a local match of <br />25% ($5,317). The local match has previously been appropriated in the Police <br />Department section of the FY 2025 General Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE <br />GRANT FUNDS IN THE AMOUNT OF $15,952 FROM THE VIRGINIA DEPARTMENT <br />OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2025 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT <br />TO ACQUIRE AUTOMATED EXTERNAL DEFIBRILLATORS.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 196 - Adoption of an ordinance accepting Abandoned or Derelict Vessel <br />Program funds in the amount of $121,336.50 from the Virginia Marine Resources <br />Commission and appropriating said amount in the FY 2025 Grants Fund for the <br />removal of abandoned and derelict vessels from the City’s waterways. <br /> <br />Background: <br /> <br /> The abandonment of sunken and other vessels in the City’s waterways and along <br />its piers has become an increasing problem. <br /> <br /> These vessels have a blighting influence on the waterfront and are a hazard to <br />navigation. <br /> <br /> After determining that a vessel is abandoned, the City generally ends up having to <br />pay to the cost of removal. <br /> <br />Discussion: <br /> <br /> Thanks to the effort and initiative of Special Assistant City Attorney Bob Merhige, <br />the City has successfully removed multiple derelict vessels over the past year. <br /> <br /> In addition, Mr. Merhige was to identify available grant funding from the Virginia <br />Marine Resources Commission. <br /> <br /> The VMRC Abandoned or Derelict Vessel Program was created in FY 2022 to <br />support the removal of derelict vessels by localities. <br /> <br /> Thanks to the efforts of Mr. Merhige, the City has successfully obtained grant <br />funding under the Program. <br /> <br />Financial Impact: <br /> <br /> <br /> The City has received a $121,336.50 grant to remove abandoned or derelict <br /> <br />vessels. No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br />
