June 25, 2024 <br /> <br />Background: <br /> <br /> The Virginia Department of Transportation sets aside State of Good Repair (SGR) <br />funding each year for the reconstruction and rehabilitation projects on arterial roadways, <br />using a competitive application process. <br /> <br /> Localities with qualifying roads may apply annually through VDOT. <br /> <br /> VDOT will authorize up to $1.5 million per locality to pave qualifying roadways. <br /> <br />Discussion: <br /> <br /> Localities may submit applications for arterial roadways that have a Combined <br />Condition Index of less than 60, as determined by VDOT, or as determined by the locality <br />using a pavement assessment evaluation and rating process equivalent to that used by <br /> <br />VDOT. <br /> <br /> <br /> The City of Portsmouth submitted FY 2023 SGR Paving applications to VDOT. <br /> <br /> VDOT approved funding for paving Airline Boulevard from the Kings Highway to <br />Scott Street, and Effingham Street from London Boulevard through George Washington <br />Highway to Frederick Boulevard. This is the City of Portsmouth FY 2023 Mill and Overlay <br /> <br />project. <br /> <br /> <br /> The City will follow all VDOT procedures required for the use these funds. <br /> <br /> <br /> Bids were received for this paving project; the total cost is $3,017,013. <br /> <br />Financial Impact: <br /> <br /> VDOT will provide $1.5 million in funds toward the City FY 2023 Mill and Overlay <br />project, which will be appropriated in the Grant Fund, increasing the expenditures and <br />revenues in the fund by the said amount. <br /> <br /> The local share of the funds required to complete the project ($1,517,013) has <br />been set aside in the FY 2024 Operating Budget and does not require additional <br />appropriation. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will set up FY2023 Mill and Overlay Project grant. <br /> <br />Motion by Mr. Tillage, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STATE OF GOOD REPAIR GRANT FUNDING IN THE <br />AMOUNT OF $1,500,000 FROM THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION AND APPROPRIATING SAID FUNDS IN THE FY 2024 GRANTS <br />FUND FOR THE PAVING OF PORTIONS OF AIRLINE BOULEVARD, EFFINGHAM <br />STREET AND GEORGE WASHINGTON HIGHWAY.” <br /> <br />Ayes: Hugel, Lucas-Burke, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 181 - Adoption of an ordinance accepting $1,040,000 of water and wastewater <br />rate revenues and appropriating said amount in the FY 2024 Public Utility Fund <br />Budget to cover “pump and haul” sewer system expenditures. <br /> <br />Background: <br /> <br /> Because of unanticipated sewer pump station outages during Fiscal Year 2024, <br />the Public Utilities Department has had to perform “pump and haul” operations to remove <br />waste from the stations. <br /> <br /> The additional cost of pumping and hauling waste during the fiscal year is projected <br />at $1,040,000. <br /> <br /> It is necessary to appropriate funding to the Public Utility Fund Budget to cover this <br />cost. <br /> <br />Discussion: <br /> <br /> Due to changes in the Public Utilities billing and collections process, Public Utilities <br />revenue has slightly exceeded the original projections on which the FY 2024 budget was <br />based. <br /> <br /> This additional revenue is available to cover the cost of pumping and hauling. <br /> <br /> <br /> <br /> <br />
