June 25, 2024 At a Regular Meeting of the City Council on Tuesday, June 25, 2024, there were present: Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Dr. Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, City Attorney Lavonda Graham-Williams. Mayor Glover asked for a moment of silence which was followed by the Pledge of Allegiance to the Flag. Mayor Glover called the meeting to order and welcomed all in attendance. Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, of a Called Meeting of June 10, 2024, of a Called Meeting of June 11, 2024, and of a Regular Meeting of June 11, 2024, and was adopted by the following vote: Ayes: Hugel, Lucas-Burke, Tillage, Whitaker, Glover Nays: None - City Manager’s Report - 24 - 179 - Adoption of an ordinance accepting with appreciation a donation in the amount of $100 from the Portsmouth Chapter of National Drifters, Incorporated and appropriating said amount in the FY 2025 Social Services Fund Budget for use by the Department of Social Services to support the food pantry. Background:  The DSS operates an internal food pantry to supplement meals for those in need, until they can be connected to other local food service providers for ongoing support. Discussion:  The DSS received a $100 check from the Portsmouth Chapter of the National Drifters Inc.  Donated funds are to be utilized for the Department of Social Services’ food pantry. Financial Impact:  The funding available to assist citizens in need would increase by $100. Recommended Action:  Adoption of the ordinance Next Steps Following Council Action:  Finance will make the appropriate budget adjustments. Motion by Mr. Tillage, and seconded by Mr. Hugel, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING WITH APPRECIATION A DONATION IN THE AMOUNT OF $100 FROM NATIONAL DRIFTERS, INCORPORATED AND APPROPRIATING SAID AMOUNT TO THE FY 2025 SOCIAL SERVICES FUND BUDGET FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES FOR THE FOOD PANTRY.” Ayes: Hugel, Lucas-Burke, Tillage, Whitaker, Glover Nays: None 24 - 180 - Adoption of an ordinance accepting $1,500,000 for a State of Good Repair Grant from the Virginia Department of Transportation (VDOT) for paving portions of Airline Boulevard and Effingham Street and George Washington Highway.
