June 25, 2024 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 25, 2024, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Dr. Mark M. Whitaker, Mark <br />A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, City Attorney Lavonda <br />Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, of a Called Meeting of <br />June 10, 2024, of a Called Meeting of June 11, 2024, and of a Regular Meeting of June <br />11, 2024, and was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />24 - 179 - Adoption of an ordinance accepting with appreciation a donation in the <br />amount of $100 from the Portsmouth Chapter of National Drifters, Incorporated and <br />appropriating said amount in the FY 2025 Social Services Fund Budget for use by <br />the Department of Social Services to support the food pantry. <br /> <br />Background: <br /> <br /> The DSS operates an internal food pantry to supplement meals for those in need, <br /> <br />until they can be connected to other local food service providers for ongoing support. <br /> <br />Discussion: <br /> <br /> The DSS received a $100 check from the Portsmouth Chapter of the National <br />Drifters Inc. <br /> <br /> <br /> Donated funds are to be utilized for the Department of Social Services’ food pantry. <br /> <br />Financial Impact: <br /> <br /> <br /> The funding available to assist citizens in need would increase by $100. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Tillage, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION A DONATION IN THE AMOUNT <br />OF $100 FROM NATIONAL DRIFTERS, INCORPORATED AND APPROPRIATING <br />SAID AMOUNT TO THE FY 2025 SOCIAL SERVICES FUND BUDGET FOR USE BY <br />THE DEPARTMENT OF SOCIAL SERVICES FOR THE FOOD PANTRY.” <br /> <br />Ayes: Hugel, Lucas-Burke, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 180 - Adoption of an ordinance accepting $1,500,000 for a State of Good Repair <br />Grant from the Virginia Department of Transportation (VDOT) for paving portions <br />of Airline Boulevard and Effingham Street and George Washington Highway. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
