<br />At a Regular Meeting of the City Council on Tuesday, May 28, 2024, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., Dr.
<br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Director of
<br />Human Resource Management Dr. Gregory M. Coleman, City Attorney Lavonda Graham-
<br />Williams.
<br />
<br />Mayor Glover asked for a moment of silence which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Barnes, to adopt the minutes of a
<br />Called Meeting of May 14, 2024, and of a Regular Meeting of May 14, 2024, and was
<br />adopted by the following vote:

<br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover
<br />Nays: None

<br />- Public Hearing -
<br />
<br />24 - 135Public hearing with respect to the proposed adoption by the City Council of
<br />
<br />an ordinance amending the City budget by an amount which exceeds one
<br />percent of the total expenditures shown in the currently adopted budget.
<br />The purpose of the amendment will be to appropriate funding in the Capital
<br />Improvement Fund budget in the amount of $46,500,000 for the purpose of
<br />purchasing and improving the former Hampton Roads Regional Jail facility
<br />located at 2690 Elmhurst Lane.
<br />
<br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item but asked
<br /> that the City proceed with caution.
<br />
<br />24 - 136Public hearing with respect to the proposed adoption by the City Council
<br />
<br />of an ordinance to authorize the City to contract a debt and issue general
<br />obligation bonds (the "Bonds") of the City, or notes in anticipation thereof,
<br />in a principal amount estimated not to exceed $46,500,000 to finance the
<br />costs of the City's Capital Improvement Program as City Council may
<br />amend it from time to time, the costs associated with the purchase of the
<br />Hampton Roads Regional Jail, and the costs of issuing the Bonds.

<br />24 - 137 - Public hearing on a street name change application:
<br />
<br />SNC-24-01 VICTORY VILLAGE - Ordinance granting the request of Barry
<br />Randall-Jenkins of 2936 Berkley Avenue for a permanent street
<br />name change for TCC Drive from its current designation to the name
<br />“L. Louise Lucas Drive” in recognition of L. Louise Lucas, the State
<br />Senator from Portsmouth. The Future Land Use Map of the Build
<br />One Portsmouth Comprehensive Plan designates the property as
<br />Transportation. The property is public right-of-way owned by the City
<br />of Portsmouth. Planning Commission recommends approval.
