<br />May 28, 2024 <br /> <br />Motion by Mr. Tillage, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH TO APPLY FOR A <br />CHOICE NEIGHBORHOODS PLANNING GRANT. <br /> <br /> WHEREAS, <br />the U.S. Department of Housing and Urban Development (HUD) has <br />issued a Notice of Funding Opportunity for FY 2024 Choice Neighborhoods Planning <br />Grants; and <br /> <br />WHEREAS, <br /> Choice Neighborhoods Planning Grants are funded by HUD in the <br />maximum amount of $500,000; and <br /> <br />WHEREAS, <br /> the goal of Choice Neighborhoods Planning Grants is to use grant <br />funds to develop a comprehensive neighborhood revitalization strategy, or <br />‘Transformation Plan’; and <br /> <br />WHEREAS, <br /> communities that develop effective Transformation Plans may apply <br />for competitive Implementation Grants that provide for significantly higher funding awards; <br />and <br /> <br />WHEREAS, <br /> the award of a Choice Neighborhoods Planning Grant would allow for <br />a community-driven planning process and the implementation of programs to benefit <br />residents in the areas of housing, income, employment, health, crime prevention, and <br />education; and <br /> <br />WHEREAS, <br /> the City of Portsmouth, as co-applicant with the Portsmouth <br />Redevelopment and Housing Authority, intends to submit an application for a $500,000 <br />Choice Neighborhoods Planning Grant for Swanson Homes and the surrounding <br />neighborhoods, including Prentis Park and Brighton. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br />1. That it supports the City of Portsmouth’s application for a Choice <br />Neighborhoods Planning Grant. <br /> <br />2. That, in the event the Choice Neighborhoods Planning Grant is awarded, it <br />will commit to provide the minimum required local match of $25,000, together with such <br />additional local in-kind or cash match as may be specified in the application. <br /> <br />3. That, in the event the Choice Neighborhoods Planning Grant is awarded, <br />the City will engage with community residents and organizations to develop a <br />Transformation Plan and undertake programs in accordance with the Plan. <br /> <br /> <br />4. That this Resolution shall be effective immediately upon its adoption.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> Mr. Barnes spoke on the following: <br /> <br />th <br /> Gave a shout out to 8 grade Cradock Middle schooler Donte Brown. <br />˗ <br /> Asked what the cost would be to fix the basketball courts, playground area and <br />˗ <br />install picnic tables along with grills at the Churchland Middle School location. <br /> He asked that Portsmouth businesses be used for catering. <br />˗ <br /> <br /> Dr. Whitaker asked City Attorney Graham-Williams to report back on the following: <br /> <br /> Historical designation of Bernard Griffin Park. <br />˗ <br /> Minority contracting policy language that deals specifically with audit and penalties. <br />˗ <br /> <br /> City Attorney Graham-Williams provided a response. <br /> <br /> <br /> <br /> <br /> <br /> <br />
