May 28, 2024 Background:  Family engagement is a relationship focused approach that provides structure for decision-making and empowers both the family and community in the decision-making process. Meetings are held for all decisions involving prevention of placement in very high- and high-risk CPS families, prior to a child’s removal from a birth or adoptive family, prior to a change of placement, and prior to a change of goal.  Family Partnership Meetings can be convened at any time while services are being provided. They may be requested by the birth, foster or adoptive family, the legal guardian, or agency staff. Discussion:  FPM funds are used for local staff expenses incurred in conducting FPMs, such as payments to trained facilitators, search activities to locate and include family members, and payments to coaches and internal facilitators.  Funds also allow for the purchase of tangible items used to support the FPM process (such as laptops, printers, flip charts, etc.). Other allowable expenses include, without limitation, transportation for family members to and from FPMs and childcare provided during FPMs.  During the period from December 1, 2023 – February 29, 2024, the Department of Social Services earned $2,400 in FPM funding from the Commonwealth. Financial Impact:  A local match in the amount of 15.5% is required as a condition of the funding, which match was previously appropriated in the FY 2024 Social Services Fund budget. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the appropriate budget adjustments. Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING FUNDING FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES IN THE AMOUNT OF $2,400 AND APPROPRIATING SAID AMOUNT IN THE FY 2024 SOCIAL SERVICES FUND FOR THE FAMILY PARTNERSHIP MEETING INCENTIVE PROGRAM. ” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None - New Business - 24 - 149 - Boards and Commissions There were no appointments. 24 - 150 - Items Submitted by Council Members  Adoption of a motion for the appointment of the City Assessor. Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to appoint Victor S. Edwards III as the City Assessor with a salary of $130,000 per year and a start date of May 28, 2024., and was adopted by the following vote: Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None  Adoption of a resolution authorizing the City of Portsmouth to apply for a Choice Neighborhoods Planning Grant.
