<br />March 26, 2024 <br /> <br /> Mayor Glover and Councilman Barnes also voiced their interest in being part of the <br /> <br />Sugar Hill taskforce. <br /> <br /> Dr. Whitaker asked that the discussion of appointments to the Sugar Hill taskforce <br /> <br />happen at the April 9, 2024, Public Work Session. <br /> <br />Motion by Mr. Tillage, and seconded by Dr. Whitaker, to add an item to the agenda, <br />and was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker <br />Nays: Glover <br /> <br /> Motion by Mr. Tillage, and seconded by Dr. Whitaker, to direct the Interim City <br />Manager to take the necessary procedural steps to identify an auditor for the performance <br />of a forensic audit of the City finances and to determine the price of the audit, and was <br />adopted by the following vote. <br /> <br />1. Sherman Tyler, 1812 Parker Avenue, spoke in support of this item. <br /> <br />2. Sheila Joseph, 139 Grand Street, spoke in support of this item. <br /> <br />3. Mark Geduldig-Yatrofsky, P. O. Box 50141, suggested City Council conduct a turnover <br /> audit rather than a forensic audit. <br /> <br />4. Donna Biggs, 3104 Garland Drive, spoke in support of this item. <br /> <br />5. Merle Rutledge, 1415 Jackson Avenue, Chesapeake, suggested the citizens be <br /> allowed to investigate the finances of the City. <br /> <br />Ayes: Lucas-Burke, Moody, Tillage, Whitaker <br />Nays: Hugel, Glover <br /> <br /> Dr. Whitaker asked for an update on the historical designation of Bernard Griffin Park. <br /> <br /> City Attorney Graham-Williams provided an update. <br />˗ <br /> <br /> Dr. Whitaker informed citizens and City Council of the passing of, former School Board <br /> <br />member, James Bridgeford and recognized him for his many accomplishments. <br /> <br /> Mr. Hugel asked Interim City Manager Patton if the Annual Comprehensive Financial <br /> <br />Report was completed. <br /> Interim City Manager Patton provided an update. <br />˗ <br /> <br /> Mayor Glover asked Interim City Manager Patton to provide a report on the <br /> <br />expenditures for Bernard Griffin Park. <br /> Interim City Manager Patton will provide a report back. <br />˗ <br /> <br /> Mayor Glover spoke on the following: <br /> <br /> Thanked the videographers and Marketing Department for their work on the budget <br />˗ <br />presentation. <br /> Children’s Museum Bunny Hop Fundraiser. <br />˗ <br /> Friends of the Naval Shipyard Museum meeting. <br />˗ <br /> <br />24 - 83 - Report on Pending Items <br /> <br /> <br /> Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at previous City Council Meetings. <br /> <br />24 - 84 - Non-Agenda Speakers <br /> <br />1. Barry Randall-Jenkins, 2936 Berkley Avenue, voiced his concern with what he <br />believes was a violation of his freedom of speech at the previous City Council <br />meeting. <br /> <br /> <br /> <br /> <br />
