March 26, 2024 <br /> <br />Financial Impact: <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute the Agreement. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION APPROVING AN AGREEMENT FOR MUTUAL AID FIRE AND <br />RESCUE SERVICES AMONG THE LOCALITIES OF HAMPTON ROADS. <br /> <br />WHEREAS, <br /> Sections 27-1 et seq. and 44-146.20 of the Code of Virginia authorize <br />localities to enter into agreements to provide mutual aid in situations involving fire and <br />rescue services and emergency medical services; and <br /> <br />WHEREAS, <br />the Cities of Portsmouth, Chesapeake, Franklin, Hampton, Newport <br />News, Norfolk, Poquoson, Suffolk, Virginia Beach, and Williamsburg, and the Counties of <br />Gloucester, James City, Isle of Wight, Southampton, Surry, and York have collectively <br />crafted a proposed mutual aid agreement; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that the City Manager is hereby authorized to execute an Agreement for Mutual <br />Aid Fire and Rescue Services with the other Hampton Roads localities in substantially the <br />form attached hereto as Exhibit A; and <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is further authorized to enter <br />into amended or new agreements with the other localities of Hampton Roads for the same <br />purposes in the future without the necessity of further City Council approval if she deems <br /> <br />said agreement\[s\] to be in the best interest of the City of Portsmouth.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />24 - 81 - Boards and Commissions <br /> <br />Vice Mayor Lucas-Burke offered the following nominations: <br /> <br />Appointments for Dr. L. P. Patton, Interim City Manager: <br />Hampton Roads Regional Jail Authority <br />Community Policy & Management Team <br />Transportation District Commission of Hampton Roads, Alternate <br />Hampton Roads Planning District Commission <br />Newport Development Authority <br />Southside Network Authority’s Project Committee, Representative <br />Regional Broadband Authority, Member <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to close nominations <br />and the above nominations were adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 82 - Items Submitted by Council Members <br /> <br /> Dr. Whitaker voiced his interest in being part of the Sugar Hill taskforce. <br /> <br /> <br /> <br /> <br /> <br /> <br />
