<br />February 13, 2024 <br /> <br /> Dr. Whitaker asked for an update on procedures that were followed or not followed <br /> <br />regarding a car fire that took place on January 17, 2024. <br /> City Attorney Graham-Williams provided a response. <br />˗ <br /> <br /> Mayor Glover recognized Dr. Helen Newborn-Watts for Black History Month. <br /> <br /> <br /> Mr. Hugel informed citizens and City Council of the Portsmouth United Forum hosted <br /> <br />by Chief Jenkins, Police Department, 6 p.m., Thursday at 206 High Street. <br /> <br /> Dr. Whitaker asked that students and citizens read up on Carter G. Woodson <br /> <br />founder of Negro History Week which ultimately became Black History Month. <br /> <br />24 - 44 - Report on Pending Items <br /> <br /> <br /> There were no pending items. <br /> <br />24 - 45 - Non-Agenda Speakers <br /> <br />1. G. W. Thompson, III, 4065 Wyndybrow Drive, voiced his concern with the lack of <br />homeless shelters. <br /> <br /> Councilman Whitaker asked for an update on the homeless shelter timeline. <br /> <br /> <br />2. Nicole Adams, 35 Frailey Place, voiced her concern with the lack of housing for the <br />homeless. <br /> <br />3. Cheryl Bryant, 4626 W. Norfolk Road, voiced her concern with the crime in the City. <br /> <br />4. Leon Hammonds, 809 Bouie Court, asked that City Council have a better vetting <br />process for potential hires. <br /> <br />5. Barry Randall-Jenkins, 1515 Camden Avenue, informed citizens and City Council of <br />a town hall forum, 6 pm., Monday, February 19, 2024, at Prince of Peace Church. <br /> <br />6. Clyde Toler, 1029 Blair Street, as part of Black History Month, recognized City Clerk <br />Debra White as the first person of color to hold the position of City Clerk. <br /> <br />7. Cedric Cradle, 725 Bold Street, voiced his concern with the continued gun violence <br />in the City. <br /> <br />8. Sheila Joseph, 139 Grand Street, spoke on meeting held by the Environmental <br />Protection Agency (EPA). <br /> <br />9. Hunter Morris, 145 Woodlake Terrace, Suffolk, spoke on the mental health crisis in <br />the region. <br /> <br />10. Merle Rutledge, 1415 Jackson Avenue, Chesapeake, voiced his concern with the <br />youth in the community. <br /> <br />11.
