<br />February 13, 2024 <br /> <br />“ORDINANCE AMENDING AND RE-ORDAINING ARTICLE I OF CHAPTER 4 OF THE <br />CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (ANIMALS; IN GENERAL) BY <br />ADDING A NEW SECTION 4-14 FOR THE PURPOSE OF PROHIBITING HORSES IN <br />PUBLIC WAYS EXCEPT IN CERTAIN SPECIFIED INSTANCES.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />24 - 42 - Boards and Commissions <br /> <br /> <br /> There were no appointments. <br /> <br />24 - 43 - Items Submitted by Council Members <br /> <br /> Adoption of a resolution to cancel the Regular Meeting of City Council <br />scheduled for March 14, 2024. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION TO CANCEL THE REGULAR MEETING OF CITY COUNCIL <br />SCHEDULED FOR MARCH 14, 2024. <br /> <br />WHEREAS <br />, by Resolution R-23-53 adopted on December 12, 2023, the <br />City Council for the City of Portsmouth, Virginia adopted a schedule of regular <br />meetings for calendar year 2024; and <br /> <br />WHEREAS <br />, the adopted schedule provided for a regular meeting to be held <br />on March 14, 2024; and <br /> <br />WHEREAS <br />, City Council desires to cancel the March 14, 2024 meeting and <br />to provide the public notice of the cancellation. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of <br />Portsmouth, Virginia, that the scheduled regular meeting on March 14, 2024 is hereby <br /> <br />cancelled.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: Barnes <br /> <br /> Dr. Whitaker thanked Interim City Manager Terry for resolving issue regarding Truxton <br /> <br />th <br />105 Anniversary. <br /> <br /> Dr. Whitaker asked for and received a consensus of City Council to have City Attorney <br /> <br />Graham-Williams provide a report back on any legal actions needed to form a <br />taskforce pertaining to Sugar Hill. <br /> City Attorney Graham-Williams will provide a report back. <br />˗ <br /> <br /> Dr. Whitaker asked, as it pertains to the Disparity Study and recommendations, where <br /> <br />in the process was the City on updating contracts to include auditing language and <br />penalty language for noncompliance. <br /> <br /> Vice Mayor Lucas-Burke submitted a notice of closed meeting: <br /> <br /> <br />“The City Council of the City of Portsmouth, pursuant to Virginia Code subsection 2.2- <br />3712(b), shall conduct one or more closed meetings for the sole purpose of <br />interviewing candidates for the position of City Manager at an undisclosed location <br />within 15 days of this notice. The City Council of the City of Portsmouth will re-issue <br />this notice should the need arise to conduct additional closed meeting interviews for <br />the position of City Manager after the expiration of the 15-day period.” <br /> <br /> <br /> <br /> <br />
