<br />Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to add an item to the
<br />agenda, and was adopted by the following vote:

<br />Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to appoint Anthony
<br />George as City Assessor with a starting salary of $130,000, and a start date of April 1,
<br />2024, with additional terms to be negotiated.

<br /> Substitute Motion by Mr. Moody, and seconded by Mr. Hugel, to defer appointment
<br />of the City Assessor to the February 13, 2024, City Council meeting, and was denied by
<br />the following vote:

<br />Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to appoint Anthony

<br /> Councilman Hugel raised a point of order regarding statements made by Councilman
<br />Whitaker that he believes were made in a Closed Meeting.

<br /> Mayor Glover recognized the point of order raised by Councilman Hugel and asked
<br />that Councilman Whitaker not continue his statements.
<br />
<br />Motion by Mr. Tillage, and seconded by Mr. Barnes, to appeal the ruling of the
<br />Chair, and the ruling of the Chair was overturned by the following vote:
