December 12, 2023 <br /> <br />23 - 407 - Adoption of an ordinance appropriating $1,500,000 from the Fund Balance <br />of the Behavioral Healthcare Service Fund to the FY 2024 Behavioral Healthcare <br />Service Fund Budget for the purpose of acquiring 2001-2011 Queen Street (Tax <br />Parcel 0070-1191) and utilizing said property as additional office space for the <br />Department of Behavioral Healthcare Services. <br /> <br />Background: <br /> <br /> The Department of Behavioral Healthcare Services needs additional office space <br />to provide services to Portsmouth residents in need. <br /> <br /> The office building at 2001-2011 Queen Street has been recently renovated and <br />is located near the main BHS offices. <br /> <br /> The City has negotiated a purchase contract to acquire 2001-2011 Queen Street <br />for a purchase price of $1,090,000. <br /> <br /> The purchase contract is contingent on approval and ratification by City Council. <br /> <br />Discussion: <br /> <br /> The ordinance proposed for City Council consideration approves and ratifies the <br />purchase contract and appropriates $1,500,000 from the Fund Balance of the Behavioral <br />Healthcare Service Fund to the FY 2024 Behavioral Healthcare Service Fund Budget. <br /> <br /> The $1,500,000 would be used to pay the purchase price to acquire 2001-2011 <br />Queen Street, and to pay the costs of preparing the building for occupancy by BHS and <br /> <br />moving in BHS staff. <br /> <br />Financial impact: <br /> <br /> The Fund Balance of the Behavioral Healthcare Service Fund would be reduced <br />by $1,500,000. <br /> <br /> Revenues and expenditures in the FY 2024 Behavioral Healthcare Service Fund <br />Budget would be increased by $1,500,000. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The City will close on acquisition of the property. <br /> <br /> The City will prepare the building for BHS occupancy. <br /> <br /> BHS will move designated staff into the building. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING $1,500,000 FROM THE FUND BALANCE OF THE <br />BEHAVIORAL HEALTHCARE SERVICE FUND TO THE FY 2024 BEHAVIORAL <br />HEALTHCARE SERVICE FUND BUDGET FOR THE PURPOSE OF ACQUIRING 2001- <br />2011 QUEEN STREET (TAX PARCEL 0070-1191) AND UTILIZING SAID PROPERTY <br />AS ADDITIONAL OFFICE SPACE FOR THE DEPARTMENT OF BEHAVIORAL <br />HEALTHCARE SERVICES.” <br /> <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 408 - Adoption of a resolution to adopt the 2024 Calendar of City Council <br />Meetings. <br /> <br />Background: <br /> <br /> The Portsmouth City Council normally meets on the second and fourth Tuesday of <br />each month, except during the month of December where it only meets on the second <br />Tuesday.
