December 12, 2023 <br /> <br />23 - 405 - Adoption of an ordinance accepting with appreciation a donation in the <br />amount of $100 from Tidewater Baptist Women Missionary and Educational <br />Convention and appropriating said funds in the FY2024 Social Services Fund for <br />use by the Department of Social Services to support foster children at Christmas. <br /> <br />Background: <br /> <br /> Foster care is intended to be a temporary solution for children who have been <br />removed from their birth family homes or legal guardians for reasons of neglect, abuse, <br />abandonment, or other issues that threaten their health and/or safety. Every effort is made <br />to help the child remain with his or her family; however when a child comes into care they <br />are often placed in a resource home. The resource family works as a team with the local <br />department of social services, the biological family, the child (when applicable) and any <br />additional community partners to provide services to the removal family, the child and the <br />resource family. The ultimate desired outcome of foster care is to reunify children with <br />their families. <br /> <br />Discussion: <br /> <br /> The DSS received a $100 check from Tidewater Baptist Women Missionary and <br />Education Conventional Inc. <br /> <br /> Donated funds are to be utilized for the Department of Social Services to support <br /> <br />foster children at Christmas. <br /> <br />Financial Impact: <br /> <br /> <br /> The funding available to assist citizens in need would increase by $100. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION A DONATION IN THE AMOUNT <br />OF $100 FROM TIDEWATER BAPTIST WOMEN MISSIONARY AND EDUCATIONAL <br />CONVENTION AND APPROPRIATING SAID FUNDS IN THE FY 2024 SOCIAL <br />SERVICES FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO <br />SUPPORT FOSTER CHILDREN AT CHRISTMAS.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 406 - Adoption of an ordinance accepting settlement funds in the amount of <br />$23,849.79 from the National Opioids Abatement Trust II and appropriating said <br />amount in the FY 2024 Behavioral Healthcare Service Fund for use by BHS for <br />approved abatement purposes as defined by the Virginia Opioid Fund and <br />Settlement Allocation MOU. <br /> <br />Background: <br /> <br /> The City of Portsmouth was one of several Virginia localities to file suit against <br />entities engaged in the manufacture, marketing, promotion, distribution, and dispensing <br />of opioids. <br /> <br /> In 2021 the Commonwealth of Virginia reached a global settlement of claims <br />against many of the opioid entities on behalf of itself and its participating localities, <br />including Portsmouth. The settlement provided for payment of approximately <br />$608,000,000 to the Commonwealth (the “Settlement Funds”) over an 18-year period. <br /> <br /> In order to participate in the Commonwealth’s settlement and receive distributions <br />of a portion of the Settlement Funds, Portsmouth released its claims and entered into a <br />Virginia Opioid Abatement Fund and Settlement Allocation Memorandum of <br />Understanding with the Commonwealth and other localities (the “Settlement MOU”). <br /> <br /> <br /> <br /> <br />
