December 12, 2023 <br /> <br />Financial Impact: <br /> <br /> <br /> There is no significant financial impact to the City. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Engineering Department will utilize the revised permitting structure. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AMENDING AND RE-ORDAINING SECTIONS 32-59 (APPLICATION <br />FOR PERMIT; APPLICANT’S BOND) AND 32-61 (SCHEDULE OF FEES AND <br />CHARGES) OF ARTICLE II (RIGHT-OF-WAY PERMIT) OF CHAPTER 32 (STREETS, <br />SIDEWALKS AND LOCAL IMPROVEMENTS) OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA FOR THE PURPOSE OF REVISING THE BONDING AND <br />RIGHT-OF-WAY PERMITTING STRUCTURE FOR UTILITY PROVIDERS.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 404 - Adoption of an ordinance accepting Title IV-E Pass-Through Training <br />funds in the amount of $17,885 from the Virginia Department of Social Services and <br />appropriating said amount in the FY 2024 Social Services Fund for child welfare <br />training. <br /> <br />Background: <br /> <br /> The Title IV-E Training Program was created as part of the Child Welfare and <br />Adoption Assistance Act of 1980. It is a major source of funding to educate and train child <br />welfare workers who provide foster care and adoption services. Funding is also available <br />to reimburse the cost of training prospective resource/foster and adoptive parents and <br />provide them with on-going training once they have been approved for the placement of <br />children. <br /> <br /> The Portsmouth DSS FY24 Title IV-E Pass-Through Training Application for <br />funding in the amount of $17,885 was approved by the Virginia Department of Social <br />Services. <br /> <br />Discussion: <br /> <br /> The funds will be used for conferences, workshops, trainings, or seminars. <br /> <br /> The funding has a local match requirement of 43%. <br /> <br />Financial Impact: <br /> <br /> The required 43% local match, equating to $13,492, has previously been budgeted <br />as part of the FY 2024 Social Services Fund budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING TITLE IV-E PASS-THROUGH TRAINING FUNDS IN THE <br />AMOUNT OF $17,885 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2024 SOCIAL SERVICES FUND <br />FOR CHILD WELFARE TRAINING.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br />
