November 28, 2023 <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 386 - Adoption of an ordinance accepting an Emergency Management Program <br />Grant in the amount of $57,992 from the Virginia Department of Emergency <br />Management and appropriating said amount in the FY 2024 Grants Fund for use by <br />the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) awards localities <br />Emergency Management Performance Grant (“EMPG”) funding received from the U.S. <br />Department of Homeland Security (DHS) Federal Emergency Management Agency <br />(FEMA). <br /> <br /> The program funding is used to improve emergency and disaster preparation, <br />response and recovery. <br /> <br />Discussion: <br /> <br /> The Portsmouth Department of Fire, Rescue and Emergency Services was <br />awarded a total of $57,992 under the EMPG. <br /> <br /> The program funds allow for the purchase of necessary equipment, supplies and <br />training in support of the Emergency Operations Center (EOC) during emergencies or <br />disasters. <br /> <br /> This funding source is essential in accomplishing the mission of protecting the City <br />and the residents of Portsmouth from natural and man-made disasters. <br /> <br /> The grant requires a dollar-for-dollar local match of $57,992, which will be satisfied <br />through previously budgeted funds for the salary of the Deputy Emergency Coordinator. <br /> <br />Financial impact: <br /> <br /> There is a dollar-for-dollar local match requirement. The match requirement is <br />already budgeted as part of the Fire, Rescue and Emergency Services’ FY 2024 budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Submission of the Grant Agreement signed by the City Manager <br /> <br /> <br /> Submission of the Application package by PFRES <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> <br /> PFRES to purchase the approved items per VDEM. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN EMERGENCY MANAGEMENT PROGRAM GRANT IN <br />THE AMOUNT OF $57,992 FROM THE VIRGINIA DEPARTMENT OF EMERGENCY <br />MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY 2024 GRANTS <br />FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY <br />SERVICES.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 387 - Adoption of an ordinance accepting State Homeland Security Program <br />Grant funds in the amount of $53,800 from the Virginia Department of Emergency <br />Management and appropriating said amount in the FY 2024 Grants Fund for use by <br />the Department of Fire, Rescue and Emergency Services. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
