November 28, 2023 <br /> <br />At a Regular Meeting of the City Council on Tuesday, November 28, 2023, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City Manager Mimi C. <br />Terry, City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the minutes of a <br />Special Called Meeting of November 13, 2023, of a Called Meeting of November 14, <br />2023, and of a Regular Meeting of November 14, 2023, and was adopted by the following <br />vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- Presentation - <br /> <br /> <br /> Presentation to Rivers Casino. <br /> <br />- City Manager’s Report - <br /> <br />23 - 385 - Adoption of an ordinance accepting Developmental Disability Residential <br />Support funds in the amount of $9,990 from the Virginia Department of Behavioral <br />Health and Developmental Services and appropriating said amount in the FY 2024 <br />Behavioral Healthcare Service Fund to provide support for individuals diagnosed <br />with an intellectual or developmental disability. <br /> <br />Background: <br /> <br /> The Developmental Disability Residential Support funds are allocated to assist with <br />maintaining support and services for individuals diagnosed with an intellectual and/or <br />developmental disability. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $9,990 of one-time funding for residential support. These funds will be utilized <br />at a customized rate to provide residential support for individuals diagnosed with an <br />intellectual or developmental disability. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING DEVELOPMENTAL DISABILITY RESIDENTIAL <br />SUPPORT FUNDS IN THE AMOUNT OF $9,990 FROM THE VIRGINIA DEPARTMENT <br />OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2024 BEHAVIORAL HEALTHCARE <br />SERVICE FUND TO PROVIDE SUPPORT FOR INDIVIDUALS DIAGNOSED WITH AN <br />INTELLECTUAL OR DEVELOPMENTAL DISABILITY.” <br /> <br /> <br /> <br /> <br /> <br /> <br />
