November 14, 2023 <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $20,540 FROM THE <br />PORTSMOUTH GENERAL HOSPITAL FOUNDATION AND APPROPRIATING SAID <br />FUNDS IN THE FY 2024 GRANTS FUND FOR IMPLEMENTATION OF THE WHOLE <br />BLOOD INITIATIVE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY <br />SERVICES.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 363 - Adoption of an ordinance accepting a grant in the amount of $175,000.00 <br />from the Office of the Executive Secretary of the Supreme Court of Virginia and <br />appropriating said amount in the FY 2024 Grants Fund for use by the Third Judicial <br />Circuit Court for the Portsmouth Adult Drug Treatment Court Program. <br /> <br />Background: <br /> <br /> The Portsmouth Adult Drug Treatment Court was established to serve as an <br />intensive treatment program for the purpose of treating nonviolent felony offenders who <br />are dependent upon drugs and/or alcohol. <br /> <br />Discussion: <br /> <br /> <br /> This program was first implemented in 2000. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no City cash match required. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the proposed ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will <br />rest with the Third Judicial Circuit Court of the City of Portsmouth. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $175,000 FROM THE <br />OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF VIRGINIA <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2024 GRANTS FUND FOR USE <br />BY THE THIRD JUDICIAL CIRCUIT COURT FOR THE PORTSMOUTH ADULT DRUG <br />TREATMENT COURT PROGRAM.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 364 - Adoption of an ordinance accepting settlement funds in the amount of <br />$27,592.79 from the National Opioids Settlement Fund Trust and appropriating said <br />amount in the FY 2024 Behavioral Healthcare Service Fund for use by BHS for <br />approved abatement purposes as defined by the Virginia Opioid Fund and <br />Settlement Allocation MOU. <br /> <br />Background: <br /> <br /> The City of Portsmouth was one of several Virginia localities to file suit against <br />entities engaged in the manufacture, marketing, promotion, distribution, and dispensing <br />of opioids. <br /> <br /> <br /> <br /> <br /> <br />
