November 14, 2023 Next Steps Following Council Action:  The Finance Department will assign the budget code. Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $20,540 FROM THE PORTSMOUTH GENERAL HOSPITAL FOUNDATION AND APPROPRIATING SAID FUNDS IN THE FY 2024 GRANTS FUND FOR IMPLEMENTATION OF THE WHOLE BLOOD INITIATIVE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES.” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 23 - 363 - Adoption of an ordinance accepting a grant in the amount of $175,000.00 from the Office of the Executive Secretary of the Supreme Court of Virginia and appropriating said amount in the FY 2024 Grants Fund for use by the Third Judicial Circuit Court for the Portsmouth Adult Drug Treatment Court Program. Background:  The Portsmouth Adult Drug Treatment Court was established to serve as an intensive treatment program for the purpose of treating nonviolent felony offenders who are dependent upon drugs and/or alcohol. Discussion:  This program was first implemented in 2000. Financial Impact:  There is no City cash match required. Recommended Action:  Adoption of the proposed ordinance. Next Steps Following Council Action:  The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will rest with the Third Judicial Circuit Court of the City of Portsmouth. Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $175,000 FROM THE OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF VIRGINIA AND APPROPRIATING SAID AMOUNT IN THE FY 2024 GRANTS FUND FOR USE BY THE THIRD JUDICIAL CIRCUIT COURT FOR THE PORTSMOUTH ADULT DRUG TREATMENT COURT PROGRAM.” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 23 - 364 - Adoption of an ordinance accepting settlement funds in the amount of $27,592.79 from the National Opioids Settlement Fund Trust and appropriating said amount in the FY 2024 Behavioral Healthcare Service Fund for use by BHS for approved abatement purposes as defined by the Virginia Opioid Fund and Settlement Allocation MOU. Background:  The City of Portsmouth was one of several Virginia localities to file suit against entities engaged in the manufacture, marketing, promotion, distribution, and dispensing of opioids.
