In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Tillage, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN EDWARD BYRNE MEMORIAL JUSTICE <br />ASSISTANCE GRANT IN THE AMOUNT OF $115,645 FROM THE U.S. DEPARTMENT <br />OF JUSTICE AND APPROPRIATING SAID FUNDS IN THE FY 2024 GRANTS FUND <br />FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 362 - Adoption of an ordinance accepting funding in the amount of $20,540 <br />from the Portsmouth General Hospital Foundation and appropriating said funds in <br />the FY 2024 Grants Fund for implementation of the Whole Blood Initiative by the <br />Department of Fire, Rescue and Emergency Services. <br /> <br /> <br />Background: <br /> <br /> Portsmouth General Hospital Foundation became operational in July 1988, when <br />Portsmouth General Hospital was sold to Tidewater Health Care, Inc. This is a private <br />Foundation and not affiliated with any hospital. The Foundation’s mission is to improve <br />the health, wellness and quality of life of the Portsmouth community through insightful, <br />effective, and coordinated philanthropic grantmaking and collaborations. The <br />Foundation’s vision is to be a catalyst for maximizing outcomes through community <br />assessment, collaborative development and focused grant making. The members of the <br />Board of Directors governing the Foundation are selected from the Portsmouth <br />community. <br /> <br />Discussion: <br /> <br /> The Foundation approved a grant for the Whole Blood Initiative for Trauma Care <br />Emergency to be administered by PFRES for a one-year period. PFRES will deliver blood <br />to trauma patients meeting specific criteria trauma morality. <br /> <br /> The Whole Blood Initiative will allow PFRES to serve the entire City. Patients will <br />no longer have to wait to receive this life saving treatment until they reach a local hospital. <br />Studies have shown that administration of whole blood during the initial call improves <br />mortality rates, and positively impacts length of hospital stay and overall outcome. <br /> <br /> The Tidewater EMS Council (TEMS), as a part of this regional initiative, is <br />providing all associated equipment and administration devices necessary to provide this <br />treatment. <br /> <br /> A detailed Evaluation Report will be due at the close of the grant period. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match or any In-Kind services. <br /> <br /> Any funds not used for the purposes described in the proposal will revert to the <br />Foundation. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br />
