November 14, 2023 <br /> <br />(b) UP-23-12 SOUTHSIDE - Resolution granting the request of Tawana Frater, <br />with Gentle Touch Learning Center LLC, for a Use Permit to <br />operate a child day center on approximately 1.75 acres located at <br />670 Lincoln Street in the Downtown Special District (D1 SD) zoning <br />sub-district. The Future Land Use Map of the Build One Portsmouth <br />Comprehensive Plan designates this property for mixed-use <br />employment. The property is owned by The Runnymede <br />Corporation (George Loizou). Planning Commission recommends <br />denial. <br /> <br />1. Tawana Frater, 3621 Turnpike Road, presented the application. <br /> <br />2. Shela Joseph, 139 Grand Street, voiced her concerns with the lingering effects of <br /> lead at the site. <br /> <br />3. George Loizou, 5073 Virginia Beach Blvd., Virginia Beach, spoke in support of this <br />item. <br /> <br /> Councilman Moody asked that staff help Ms. Frater find another location for her day <br /> <br />care center. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Tillage, to deny Item UP-3-12, and <br />was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to suspend Council <br />Rules to consider Item 23-373 prior to the City Manager’s Report, and was adopted by <br />the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 373 - Consideration of a resolution regarding collective bargaining. <br /> <br />1. Shawn Teartt, 1205 Nero Drive, spoke in opposition to this item. <br /> <br />2. Tiffany Stuart, 3704 Winchester Drive, spoke in support of this item. <br /> <br />3. Kurt Detrick, 3704 Winchester Drive, spoke in support of this item. <br /> <br />4. Elizabeth Psimas, 475 Water Street, spoke in support of this item. <br /> <br />5.
