September 26, 2023 <br /> <br />Discussion: <br /> <br /> The PPD will utilize a multi-faceted approach to improve traffic safety in the city. It <br />is certain that speed and unrestrained occupants are among the major factors contributing <br />to personal injuries resulting from vehicular crashes. Through these increased <br />enforcement and educational efforts, we intend to significantly reduce the incidences of <br />speeding and unrestrained occupants and to reduce crashes that have the potential of <br />death and serious injuries. <br /> <br /> The funds received will enable Portsmouth Police Department to provide overtime <br />payments for conducting checkpoints and problem area saturation patrols, and to <br />purchase associated equipment. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $25,990 by the DOT NHTSA through the VHSO <br />provides funding for the Portsmouth Police Department. <br /> <br /> A local in-kind match in the amount of $12,995 is required as a condition of the <br />funding. The match will be satisfied through previously budgeted funding for fuel and <br />vehicle maintenance costs. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $25,990 FROM THE <br />NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION THROUGH THE <br />VIRGINIA HIGHWAY SAFETY OFFICE AND APPROPRIATING SAID FUNDS IN THE <br />FY 2024 GRANTS FUND FOR USE BY THE POLICE DEPARTMENT FOR TRAFFIC <br />SAFETY INITIATIVES.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 303 - Adoption of an ordinance accepting a grant in the amount of $10,000 from <br />the National Highway Traffic Safety Administration through the Virginia Highway <br />Safety Office and appropriating said amount in the FY 2024 Grants Fund for use by <br />the Police Department to reduce driving under the influence. <br /> <br />Background: <br /> <br /> The Portsmouth Police Department has been awarded grant funding in the amount <br />of $10,000 from the US Department of Transportation (DOT) National Highway Traffic <br />Safety Administration (NHTSA) through the Virginia Highway Safety Office (VHSO). <br /> <br /> Estimated revenue in the FY 2024 Grants Fund is increased by $10,000. <br /> <br />Discussion: <br /> <br /> The PPD will utilize a multi-faceted approach to improve traffic safety in the city.
