September 26, 2023 Discussion:  The PPD will utilize a multi-faceted approach to improve traffic safety in the city. It is certain that speed and unrestrained occupants are among the major factors contributing to personal injuries resulting from vehicular crashes. Through these increased enforcement and educational efforts, we intend to significantly reduce the incidences of speeding and unrestrained occupants and to reduce crashes that have the potential of death and serious injuries.  The funds received will enable Portsmouth Police Department to provide overtime payments for conducting checkpoints and problem area saturation patrols, and to purchase associated equipment. Financial Impact:  The grant award amount of $25,990 by the DOT NHTSA through the VHSO provides funding for the Portsmouth Police Department.  A local in-kind match in the amount of $12,995 is required as a condition of the funding. The match will be satisfied through previously budgeted funding for fuel and vehicle maintenance costs. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustment. In addition, the Chief of Police or his designee will provide grant management and oversight. Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $25,990 FROM THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION THROUGH THE VIRGINIA HIGHWAY SAFETY OFFICE AND APPROPRIATING SAID FUNDS IN THE FY 2024 GRANTS FUND FOR USE BY THE POLICE DEPARTMENT FOR TRAFFIC SAFETY INITIATIVES.” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 23 - 303 - Adoption of an ordinance accepting a grant in the amount of $10,000 from the National Highway Traffic Safety Administration through the Virginia Highway Safety Office and appropriating said amount in the FY 2024 Grants Fund for use by the Police Department to reduce driving under the influence. Background:  The Portsmouth Police Department has been awarded grant funding in the amount of $10,000 from the US Department of Transportation (DOT) National Highway Traffic Safety Administration (NHTSA) through the Virginia Highway Safety Office (VHSO).  Estimated revenue in the FY 2024 Grants Fund is increased by $10,000.
