September 26, 2023 <br /> <br />At a Regular Meeting of the City Council on Tuesday, September 26, 2023, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Deputy City <br />Manager James E. Wright, Jr., City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the minutes of <br />a Closed Meeting of September 11, 2023, of a Called Meeting of September 12, 2023, of <br />a Regular Meeting of September 12, 2023, and of a Special Called Meeting of September <br />19, 2023, was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- Public Hearings - <br /> <br /> <br />23 - 299Public hearing with respect to the adoption of a proposed resolution <br />adopting an amendment to the Articles of Incorporation of the <br />Portsmouth Community Broadband Network Authority. The <br />proposed resolution would amend Article V to provide for the board <br />of directors to consist of non-council members. <br /> <br />- City Manager’s Report - <br /> <br />23 - 300 - Adoption of an ordinance to amend and reordain Article I of Chapter 32 <br />(Streets, Sidewalks and Local Improvements) of the Code of the City of <br />Portsmouth, Virginia by adding a new Section 32-31 regarding visibility clearance <br />at intersections. <br /> <br />Background: <br /> <br /> To promote traffic safety, the current Zoning Ordinance includes provisions <br />regarding maintaining clear sight triangles at intersections. <br /> <br /> However, sight triangles are based on mathematical calculations of the distance <br />from intersections. It is possible for structures or objects outside the sight triangle to have <br />a material impact on intersection visibility and safety. <br /> <br />Discussion: <br /> <br /> The purpose of the proposed Code Amendment is to improve traffic safety by <br />allowing the Engineering Department to regulate structures and objects located outside <br /> <br />sight triangles that have a material impact on intersection visibility. <br /> <br />Financial Impact: <br /> <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action <br />: <br /> <br /> <br /> The Engineering Department will implement the amended Code. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
