August 8, 2023 <br /> <br />“ORDINANCE ACCEPTING A HISTORICAL AFRICAN AMERICAN CEMETERIES <br />AND GRAVES FUND GRANT IN THE AMOUNT OF $14,330 FROM THE VIRGINIA <br />DEPARTMENT OF HISTORIC RESOURCES AND APPROPRIATING SAID AMOUNT <br />TO THE FY 2024 GRANTS FUND FOR USE BY THE DEPARTMENT OF PARKS & <br />RECREATION FOR ASSESSMENT, MAINTENANCE AND REPAIR WORK AT MT. <br />CALVARY CEMETERY.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 266 - Adoption of an ordinance amending and re-ordaining Section 16-37 <br />(Positioning of Materials for Collection) of Article II of Chapter 16 (Garbage and <br />Refuse) of the Code of the City of Portsmouth, Virginia for the purpose of <br />eliminating the placement of garbage cans in alleys for collection. <br /> <br />Background: <br /> <br /> Currently, Section 16-37 of the City Code states that, where public alleys are <br />provided, they shall be used for refuse collection. <br /> <br /> Several of the public alleys are narrow and in poor condition, making refuse <br />collection difficult. <br /> <br /> At the Work Session on July 25, 2023, there was a consensus of City Council to <br />amend the City Code to eliminate the requirement that alleys be used for refuse collection. <br /> <br />Discussion: <br /> <br /> The Code Amendment presented for Council consideration provides that refuse <br />collection will be from the curb unless otherwise authorized by the City Manager. <br /> <br />Financial Impact: <br /> <br /> <br /> Adoption of the ordinance will improve collection efficiency and limit wear and tear <br />damage to the City’s trash collection fleet. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Where applicable, the City will notify residents of the change in collection location. <br /> <br />1. Matthew Glaubke, 347 Broad Street, spoke in opposition to this item. <br /> <br />2. John Lifsey, 229 Mt.
