Tiffany Stuart, 3704 Winchester Drive, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ASSISTANCE TO FIREFIGHTERS GRANT FUNDS IN <br />THE AMOUNT OF $177,272.72 FROM THE DEPARTMENT OF HOMELAND <br />SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2024 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES FOR AN <br />AUGMENTED CANCER SCREENING PROGRAM.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 265 - Adoption of an ordinance accepting a Historical African American <br />Cemeteries and Graves Fund grant in the amount of $14,330 from the Virginia <br />Department of Historic Resources and appropriating said amount to the FY 2024 <br />Grants Fund for use by the Department of Parks & Recreation for assessment, <br />maintenance, and repair work at Mt. Calvary Cemetery. <br /> <br />Background: <br /> <br /> The Historical African American Cemeteries and Graves Fund provides resources for <br />vegetation management, care of existing markers and monuments, installation of replacement <br />markers, maintenance and repair of existing fences, walls, and other plot enclosures, and <br />maintenance and repair of existing mausolea and other above ground structures. <br /> <br /> City staff provided an application for the Virginia Department of Historic Resources for <br />various maintenance activities and received initial funding based on the number of eligible graves. <br /> <br />Discussion: <br /> <br /> <br /> The City applied for funding to assist with routine cleaning and grass cutting, condition <br />assessments for unmarked graves and other structures, and repairs for fencing and walls. <br /> <br /> The initial disbursement for funds is based on the number of eligible graves with the <br />understanding that there will be additional discussions about opportunities for block grants <br />associated with other maintenance activities. <br /> <br /> The funding will be used for condition assessments and recommended repairs for various <br />features within the Cemetery Complex as allowed by the grant requirements. <br /> <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br />Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> Conduct condition assessments. <br /> <br /> Implement the other grant activities. <br /> <br />1.
