July 11, 2023 <br /> <br />Background: <br /> <br /> PFRES previously hosted Women in Public Service conferences in Portsmouth for <br />10 consecutive years before the event moved to Hampton in 2019. This year, the <br />conference will return home and be held in Portsmouth on September 6-7, 2023. <br /> <br /> The purpose of the conference is to provide an avenue for public service <br />professionals to learn, network and share personal and professional experiences. Even <br />though the conference is primarily designed for women, all attendees will benefit from the <br />insights offered. The conference will provide a variety of practical training on culturally <br />conscious leadership, financial literacy, health and wellness, social media savvy, and <br />more. <br /> <br /> The City of Hampton has returned to the City of Portsmouth the remaining balance <br />from the conference held in September 2019, in the amount of $18,938.57. The balance <br />is an accumulation of registration fees, sponsorships, and vendor fees that remained after <br />completion of the 2019 conference. <br /> <br />Discussion: <br /> <br /> Funds will be utilized to pay for facilitators, venue, food, equipment, supplies, small <br />gifts for registered attendees, and other items necessary to assist with hosting the <br />conference. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> PFRES will proceed with the purchase of items necessary to host the conference. <br /> <br />1. Box 50141, spoke in support of this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $18,938.57 FROM THE CITY OF HAMPTON AND <br />APPROPRIATING SAID AMOUNT TO THE FY 2024 GRANTS FUND FOR USE BY <br />THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES FOR THE <br />WOMEN IN PUBLIC SERVICE CONFERENCE.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 236 - Adoption of an ordinance accepting COC Planning Grant funds in the <br />amount of $44,201 from the U.S. Department of Housing and Urban Development <br />and appropriating said funds to the FY 2024 Grants Fund for use by the Department <br />of Social Services for Portsmouth Continuum of Care planning activities. <br /> <br />Background: <br /> <br /> A Continuum of Care (CoC) is a regional or local planning body that coordinates <br />housing and services funding for homeless families and individuals. <br /> <br /> The CoC Program is designed to promote communitywide commitment to the goal <br />of ending homelessness; provide funding for efforts by nonprofit providers and State and <br />local governments to quickly rehouse homeless individuals and families, while minimizing <br />the trauma and dislocation caused to homeless individuals, families, and communities by <br />homelessness; promote access to and effect utilization of mainstream programs by <br />homeless individuals and families; and optimize self-sufficiency among individuals and <br />families experiencing homelessness. <br /> <br />Discussion: <br /> <br /> Portsmouth DSS is the Lead Agency for the CoC and has received a Planning <br />Grant in the amount of $44,201 for eligible planning activities. <br /> <br /> <br /> <br /> <br />
