July 11, 2023 <br /> <br /> <br /> By Ordinance 2022-103 adopted on November 22, 2022, City Council appropriated <br />and transferred $2,041,513 of this unexpended funding to the School Projects Category <br />of the FY 2024 Capital Improvement Fund Budget for roofs at Hodges Manor Elementary <br />School and Churchland Academy Elementary School, bleachers at Churchland High <br />School, and auditorium improvements at the Little Theatre at Manor High School. The <br />same ordinance provided that the balance of the unexpended funds - $2,600,000 – would <br />remain in the Fund Balance of the City’s General Fund until appropriated by City Council. <br /> <br /> In June 2023 PPS returned the $4,641,513 in cash addressed by Ordinance 2022- <br />103 to the City. <br /> <br />Discussion: <br /> <br /> The cost of acquiring and installing weapons detection systems in the schools is <br />roughly equal to the $4,641,513 that was returned by PPS to the City. <br /> <br /> It is the goal of City Council and the School Board to improve safety in schools to <br />the greatest extent possible, and the weapons detection systems will further that goal. <br /> <br /> The proposed ordinance appropriates and transfers $2,600,000 of the amount <br />returned by PPS to the City to the School Projects Category of the FY 2024 Capital <br />Improvement Fund Budget and provides that it shall be used in combination with the <br />$2,041,513 appropriated by Ordinance 2022-103 to obtain and install weapons detection <br />systems. <br /> <br />Financial Impact: <br /> <br /> <br /> The Fund Balance of the General Fund will be reduced by $2,600,000. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br /> The City and Schools will proceed with acquisition and installation of the weapons <br /> <br /> <br />detection systems. <br /> <br />Motion by Mr. Tillage, and seconded by Mr. Barnes, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING $2,600,000 FROM THE FUND BALANCE OF THE <br />GENERAL FUND TO THE FY 2024 GENERAL FUND BUDGET AND TRANSFERRING <br />SAID FUNDS TO THE SCHOOL PROJECTS CATEGORY OF THE FY 2024 CAPITAL <br />IMPROVEMENT FUND BUDGET, TO BE USED IN CONJUNCTION WITH $2,041,513 <br />APPROPRIATED AND TRANSFERRED TO THE CAPITAL IMPROVEMENT FUND <br />BUDGET BY ORDINANCE 2022-103 ADOPTED ON NOVEMBER 22, 2022 FOR THE <br />PURPOSE OF PURCHASING AND INSTALLING WEAPONS DETECTION SYSTEMS <br />IN THE PUBLIC SCHOOLS. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />23 - 240 - Boards and Commissions <br /> <br />Councilman Moody offered the following nomination: <br /> <br />Parks & Recreation Commission <br />Barry Randall to be reappointed to a term ending June 30, 2026. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to close nomination and <br />the above nomination was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br />
