July 11, 2023 <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 238 - Adoption of an ordinance accepting Permanent Supportive Housing <br />funds in the amount of $741,804 from the Virginia Department of Behavioral Health <br />and Developmental Services and appropriating said amount in the FY 2024 <br />Behavioral Healthcare Service Fund Budget to provide rental assistance and <br />housing support. <br /> <br />Background: <br /> <br /> Permanent Supportive Housing funds are allocated by the state to assist with <br />housing and supportive services for individuals and families who are recovering from a <br />mental health and/or co-occurring disorder. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $741,804 to the Portsmouth Department of Behavioral Healthcare Services. <br />These funds will be utilized to provide rental assistance and support services. <br /> <br /> The Permanent Supportive Housing program provides case management, support <br />services, and financial management while encouraging stability, employment, and <br />independence for individuals and families recovering from a mental health and/or co- <br />occurring disorder. <br /> <br /> This will assist in funding three additional positions: (1) case manager, (1) peer <br />specialist, and (1) client associate. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required at this time. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING PERMANENT SUPPORTIVE HOUSING FUNDS IN THE <br />AMOUNT OF $741,804 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL <br />HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT <br />IN THE FY 2024 BEHAVIORAL HEALTHCARE SERVICE FUND TO PROVIDE <br />RENTAL ASSISTANCE AND HOUSING SUPPORT. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 239 - Adoption of an ordinance appropriating $2,600,000 from the Fund Balance <br />of the General Fund to the FY 2024 General Fund Budget and transferring said <br />funds to the School Projects Category of the FY 2024 Capital Improvement Fund <br />Budget, to be used in conjunction with $2,041,513 appropriated and transferred to <br />the Capital Improvement Fund Budget by Ordinance 2022-103 adopted on <br />November 22, 2022 for the purpose of purchasing and installing weapons <br />detections systems in the public schools. <br /> <br />Background: <br /> <br /> The Portsmouth Public Schools have requested that the City fund the installation <br />of weapons detection systems in the schools to improve safety. <br /> <br /> In the Fall of 2022 the City and PPS identified $4,641,513 in funding appropriated <br />to the FY 2022 PPS General Fund Budget that was not expended by PPS prior to July 1, <br />2022. <br /> <br /> <br /> <br /> <br /> <br />
