June 13, 2023 <br /> <br />“ORDINANCE ACCEPTING FOUR-FOR-LIFE PROGRAM FUNDS IN THE AMOUNT <br />OF $75,274.16 FROM THE VIRGINIA DEPARTMENT OF HEALTH, OFFICE OF <br />EMERGENCY MEDICAL SERVICES AND APPROPRIATING SAID FUNDS TO THE FY <br />2023 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES FOR EMS TRAINING, EQUIPMENT AND SUPPLIES. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 206 - Adoption of an ordinance accepting Kids Meals Program funding in the <br />amount of $399,938 from the Virginia Department of Education and appropriating <br />said amount in the FY 2023 Grants Fund for use by the Department of Parks & <br />Recreation. <br /> <br />Background: <br /> <br /> The City of Portsmouth has received a reimbursement grant from the United States <br />Department of Agriculture via the Virginia Department of Education for the Child and Adult <br /> <br />Care Food Program(CACFP) Kids Meals Program administered by the Department of <br />Parks & Recreation. <br /> <br /> The Non-Congregate program provides an evening snack and a dinner meal at the <br />four (4) Recreation Centers, two (2) PHRA locations and twelve (12) Portsmouth Public <br />School locations at which the Department operates 34 individual programs with <br />unduplicated children. <br /> <br />Discussion: <br /> <br /> The CACFP Kids Meals Program has increased exponentially during the 2022- <br />2023 school year and serves on average over 800 dinners and snacks daily. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no City cash match required. The grant is a total reimbursement grant <br />based on the number of meals served. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />1.
