June 13, 2023 <br /> <br />(d) UP-23-04 WOODBINE - Resolution granting the request of Scott Campbell, <br />AIA, of VIA Design Architects, for a Use Permit for a three-story, 42- <br />unit senior living multi-family dwelling on approximately 4.92 acres at <br />5311, 5315, 5319 High Street, and 3107 Honeysuckle Lane with a <br />proposed density of 8.5 dwelling units per acre. The property is <br />currently zoned General Residential, GR. The applicant is <br />concurrently requesting a Rezoning of the property to Multi-Family <br />Urban Residential, UR-M (Z-23-02). The Future Land Use Map of the <br />Build One Portsmouth Comprehensive Plan designates this property <br />for Single-Family Residential – Low/Medium Density. The properties <br />are owned by Portsmouth Redevelopment and Housing Authority <br />(PRHA). Planning Commission recommends denial. <br /> <br />* Because Item UP-23-04 was contingent on approval of Item Z-23-02, Item UP-23-04 <br />became null and void. <br />. <br />- City Manager’s Report - <br /> <br />23 - 205 - Adoption of an ordinance accepting Four-For-Life Program funds in the <br />amount of $75,274.16 from the Virginia Department of Health, Office of Emergency <br />Medical Services and appropriating said funds to the FY 2023 Grants Fund for use <br />by the Department of Fire, Rescue and Emergency Services for EMS training, <br />equipment and supplies. <br /> <br />Background: <br /> <br /> The Virginia Department of Health, Office of Emergency Medical Services <br />administers the Four-For-Life Program. The Four-For-Life Program is funded through a <br />four-dollar surcharge on the registration fees paid for passenger vehicles, pickups, and <br />panel trucks. <br /> <br /> The funds to be appropriated were collected between June 1, 2022 and May 31, <br />2023. <br /> <br /> The Department of Health returns twenty-six percent of the registration fee <br />surcharge to the locality where the vehicle is registered. <br /> <br /> Under Virginia law, these funds can only be used for emergency medical services. <br /> <br />Discussion: <br /> <br /> The funds will be used to purchase EMS equipment and supplies needed to <br />sustain and improve direct provision of patient care or to enhance the training and <br />education of PFRES EMS personnel. <br /> <br /> The City of Portsmouth must complete and submit an Annual Report of <br />Expenditures to the Department of Health, Office of Emergency Medical Services in June <br />2024. <br /> <br />Financial impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> To proceed with the necessary purchase of EMS equipment, supplies and training <br />for PFRES EMS personnel. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
