June 13, 2023 <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Hugel, to add an item to the agenda <br />regarding the retaining and engaging of a search firm to assist City Council in the hiring <br />of a City Manager, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> Motion by Dr. Whitaker, and seconded by Mr. Barnes, to retain and engage a <br />search firm to assist City Council in the hiring of a City Manager, and was adopted by the <br />following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to add an item to the <br />agenda regarding the creation of a City Council Legislative Policy Liaison, and was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to create a Legislative <br />Policy Liaison and appoint Vice Mayor Lisa Lucas-Burke & Councilman Tillage as liaisons <br />with reappointment of Councilmembers during the Council Reorganizational Meeting, and <br />was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> Mr. Barnes recognized Jaden Brown, an 11-year-old, who organized a free football <br /> <br />camp for youth in the city. <br /> <br /> Mr. Hugel spoke on the Special Education Resource Fair sponsored by the Special <br /> <br />Education Advisory Committee and staff which was held on June 3, 2023, at S. H. <br />Clarke. <br /> <br /> Vice Mayor Lucas-Burke informed citizens and City Council of Juneteenth and <br /> <br />provided a historical account of the significance of the holiday. <br /> <br /> Mr. Tillage spoke on the following: <br /> <br /> <br /> 2023 Valor Awards. <br /> <br /> Portsmouth Public Schools Retirement Banquet. <br /> <br /> Mr. Barnes spoke on the following: <br /> <br /> <br /> World Elder Abuse Awareness/Appreciation Day. <br /> <br /> Pride Festival. <br /> <br /> Community Health and Resource Fair. <br /> <br /> High school graduation classes of 2023. <br /> <br /> Mr. Moody informed citizens and City Council that Mayor Glover had been appointed <br /> <br />to the Virginia Municipal League’s Finance Policy Committee. <br /> <br /> Dr. Whitaker, for Juneteenth, provided a revised account of how slaves were informed <br /> <br />of their freedom. <br /> <br /> Mayor Glover spoke on the following events: <br /> <br /> <br /> 2023 Valor Awards. <br /> <br /> World Elder Abuse Awareness/Appreciation Day. <br /> <br /> Beginning of Sunset Thursday’s, June 15, 2023. <br /> <br /> Lavonda Graham-Williams being appointed Public Practitioner of the Year by the <br />South Hampton Roads Bar Association. <br /> <br /> <br /> <br /> <br />
