May 23, 2023 <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 182 - Adoption of an ordinance accepting Transitional Housing Program <br />Services funding in the amount of $389,327.47 from the Virginia Department of <br />Behavioral Health and Developmental Services and appropriating said amount in <br />the FY 2023 Behavioral Healthcare Service Fund Budget for use by BHS to provide <br />transitional services for individuals with severe mental illness or substance use or <br />other disorders. <br /> <br /> <br />Background: <br /> <br /> Transitional Housing Program Services provide comprehensive mental health and <br />substance use services to individuals diagnosed with a severe mental illness, substance <br />use, or co-occurring disorder. <br /> <br /> The goal of this program is to help transition individuals from the state hospital <br />back into the community. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded BHS $389,327.47 to provide transitional services to include, but not limited to, <br />case management, mental health skill-building, and peer-recovery services. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING TRANSITIONAL HOUSING PROGRAM SERVICES <br />FUNDING IN THE AMOUNT OF $389,327.47 FROM THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2023 BEHAVIORAL HEALTHCARE SERVICES FUND <br />BUDGET FOR USE BY BHS TO PROVIDE TRANSITIONAL SERVICES FOR <br />INDIVIDUALS WITH SEVERE MENTAL ILLNESS OR SUBSTANCE USE OR OTHER <br />DISORDERS.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 183 - Adoption of an ordinance accepting with appreciation a donation of $100 <br />to the Department of Social Services from the National Drifters, Incorporated and <br />appropriating said funds to the FY 2023 Social Services Fund for use by the <br />Department of Social Services for the Food Pantry. <br /> <br />Background: <br /> <br /> The Department of Social Services maintains a food pantry that is available to <br />anyone in need of shelf stable food Monday-Friday from 8:00-5:00. <br /> <br /> The Pantry is stocked by donations from the community as well as with donations <br />made by staff. <br /> <br />Discussion: <br /> <br /> DSS received a check from the National Drifters, Incorporated in the amount of <br />$100. <br /> <br /> Donated funds will be utilized to purchase food for the pantry that will be provided <br /> <br />free to people facing food insecurity. <br /> <br /> <br /> <br /> <br />
