May 23, 2023 <br /> <br /> <br /> At the reqest by PPS, by Ordinance 2023-24 adopted on March 28, 2023 City <br />Council re-appropriated funding in the amount of $81,136,709 that was unexpended prior <br />to July 1, 2022 from the FY 2022 PPS Grants Fund to the FY 2023 PPS Grants Fund. <br /> <br /> On April 27, 2023, the Portsmouth School Board adopted a Resolution requesting <br />that City Council appropriate an additional $5,370,352 in grant funding to the FY 2023 <br />PPS Grants Fund Budget. <br /> <br />Discussion: <br /> <br /> <br /> The Portsmouth Public Schools have received an additional $5,370,352 in <br />awarded grant funding during FY 2023. No additional local funding is <br /> <br />appropriated. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Departments for the City and Schools will complete the necessary <br />budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING GRANT FUNDING IN THE AMOUNT OF $5,370,352 AND <br />APPROPRATING SAID AMOUNT INTO THE FY 2023 PORTSMOUTH PUBLIC <br />SCHOOLS GRANTS FUND BUDGET. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 180 - Adoption of an ordinance: (1) accepting Flood Mitigation Assistance <br />Grant funding in the amount of $225,000 from the Virginia Department of <br />Emergency Management and appropriating said amount in the FY 2023 Grants <br />Fund; and (2) transferring $75,000 from the FY 2023 Stormwater Fund Budget to <br />the Drainage and Street Improvements Category of the FY 2023 Capital <br />Improvement Fund Budget and then to the FY 2023 Grants Fund Budget to serve <br />as the required local match. <br /> <br /> <br />Background: <br /> <br /> Each fiscal year the Virginia Department of Emergency Management (VDEM) <br />provides an opportunity for localities to apply for grants through FEMA. <br /> <br /> The City’s flood resiliency team applied for and received a Flood Mitigation <br />Assistance Grant. <br /> <br />Discussion: <br /> <br /> <br /> This funding will be used for a First Floor Elevation pilot program designed to <br />analyze the most flood-prone areas of buildings in Portsmouth and develop measures to <br />mitigate and manage the hazards of first floor flooding. <br /> <br /> <br /> <br /> <br /> <br />
