May 23, 2023 <br /> <br />- Unfinished Business - <br /> <br />23 - 124 - Code amendment: <br /> <br />23-124(a): <br /> <br /> Motion by Mr. Hugel, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />1. JoAnn Clark, 4717 Thornwood Street, spoke in opposition to this item. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to this item. <br /> <br />“ORDINANCE TO AMEND AND REORDAIN CHAPTER 40.2 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA (ZONING ORDINANCE) BY MAKING TARGETED <br />MODIFICATIONS RELATED TO DOWNTOWN SUBDISTRICTS, USES AND USE- <br />SPECIFIC REQUIREMENTS, AREA, BULK, DENSITY, BUILDING, AND SETBACK <br />REGULATIONS, OFF-STREET AND BICYCLE PARKING, DRIVEWAYS, RESILIENT <br />BUILDING FEATURES, AND LANDSCAPING, SCREENING, LIGHTING AND <br />SIGNAGE REGULATIONS, TOGETHER WITH CERTAIN TECHNICAL AMENDMENTS <br />TO COMPLY WITH THE VIRGINIA CODE AND IMPROVE ADMINISTRATIVE <br />EFFICIENCY.” <br /> <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: Whitaker <br />. <br />- City Manager’s Report - <br /> <br />23 - 177 - Adoption of an ordinance accepting $0.50 of Community Development <br />Block Grant program income and $29,895 of HOME Investment Partnerships <br />program income and appropriating said amounts in the FY 2023 Community <br />Planning and Development Program Fund. <br /> <br />Background: <br /> <br /> The following amounts need to be added to the appropriation for the Community <br />Planning and Development Program for FY 2023: $0.50 of program income generated by <br />the sale of land and $29,895 of program income generated by the repayment of housing <br />rehabilitation loans. <br /> <br />Discussion: <br /> <br /> The program income funds will be included in the FY 2023 Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery.
