<br />May 9, 2023 <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />23-165 (J): <br /> <br />“ORDINANCE TO APPROPRIATE $520,483,988 FOR THE OPERATION OF CITY <br />GOVERNMENT DURING THE FISCAL YEAR BEGINNING JULY 1, 2023.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />23 - 166 - Boards and Commissions <br /> <br /> <br /> There were no appointments. <br /> <br />23 - 167 - Items Submitted by Council Members <br /> <br /> Dr. Whitaker asked that City Attorney Graham-Williams seek guidance, advice, and <br /> <br />direction on the historical context of what happened with Sugarhill by contacting Dr. <br />Newby-Alexander, Norfolk State University. <br /> <br /> Dr. Whitaker asked that Interim City Assessor Culpepper provide information on what <br /> <br />the net taxes per year were for the 140 acres of land at Elizabeth Manor while under <br />the open space agreement. He also wants information on the fair market value of the <br />land. <br /> <br /> <br /> Mr. Hugel spoke on the following: <br /> <br /> Youth Leadership Development, every first Saturday of the month. <br />˗ <br /> Thanked Interim City Manager Terry and her team for their hard work during this <br />˗ <br />budget season. <br /> <br /> Mr. Tillage asked for a report back on the progress to resolve issues at the Harbor <br /> <br />Tower garage <br />. <br /> <br /> Mr. Moody asked that City Attorney Graham-Williams bring back information on the <br /> <br />legality of the open space agreement between the City and Elizabeth Manor. <br /> <br /> Mr. Barnes recognized the following: <br /> <br /> Congratulate his AAU basketball team on their championship wins. <br />˗ <br />th <br /> 16 Wedding Anniversary. <br />˗ <br /> <br /> Vice Mayor Lucas-Burke asked for a report back on the completion date of the Court <br /> <br />Street renovations. <br /> <br /> Mayor Glover spoke on the following: <br /> <br /> Thanked the City Manager, City Attorney, and City Clerk staffs for their work during <br />˗ <br />this budget season. <br /> Read an email sent by Dr. Davis-Wagner thanking Police Chief Jenkins for his <br />˗ <br />outstanding state-of-the-art presentation on crime prevention. <br /> <br />23 - 168 - Report on Pending Items <br /> <br /> <br /> There were no pending items. <br /> <br />23 - 169 - Non-Agenda Speakers <br /> <br />1. Sue Burton, 5209 Sweetbriar Circle, spoke on the legacy of Ned McCabe. <br /> <br />2.
