May 9, 2023 <br /> <br />23-165 (D): <br /> <br />“ORDINANCE TO AMEND AND REORDAIN SECTIONS 19-150, 20-7, 38-48, 38-86 <br />AND APPENDIX A, AND TO ESTABLISH A NEW ARTICLE XVI OF CHAPTER 22, OF <br />THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) FOR THE PURPOSE <br />OF ESTABLISHING, RESCINDING OR MODIFYING RATES AND FEES FOR <br />MUSEUM ADMISSIONS, ALCOHOLIC BEVERAGE LICENSES FOR CASINO <br />RESTAURANTS, INITIATION AND TRANSFER OF WATER SERVICE, AND <br />VIOLATIONS OF POSTED SPEED LIMITS IN SCHOOL ZONES OR HIGHWAY WORK <br />ZONES, AS EVIDENCED BY PHOTO SPEED MONITORING DEVICES.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />23-165 (E): <br /> <br />“RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT <br />2024 ANNUAL ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND <br />AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN <br />THE CITY’S COMMUNITY PLANNING AND DEVELOPMENT GRANT <br />ENTITLEMENTS. <br /> <br /> WHEREAS, <br />pursuant to the Housing and Community Development Act of 1974, <br />as amended, and the Cranston-Gonzalez National Affordable Housing Act of 1992, as <br />amended, (“Acts”), financial assistance is provided to enable localities to provide decent <br />housing, establish and maintain suitable living environments, and expand economic <br />opportunities for low to moderate income residents; and <br /> <br />WHEREAS, <br /> each of the Community Planning and Development programs <br />(Community Development Block Grant and Home Investment Partnerships) shall be <br />operated on a single consolidated program year; and <br /> <br />WHEREAS, <br /> the required public hearing has been held and the City Council has <br />reviewed the proposed 2024 Annual Action Plan; and <br /> <br />WHEREAS, <br />it is necessary that this Council take official action regarding the 2024 <br />Annual Action Plan to comply with the regulations of the aforementioned Acts; and <br /> <br />WHEREAS, <br />this Council is aware of the federal regulations governing the <br />undertaking and carrying out of activities under the community planning and development <br />programs; and <br /> <br />WHEREAS, <br />this Council recognizes its responsibility to direct that safeguards be <br />established to protect employees from using their positions for a purpose that gives the <br />appearance of being motivated by a desire for private gain for themselves or others, <br />particularly those with whom they have family, business or other ties; and <br /> <br />WHEREAS, <br />this Council has found that the proposed 2024 Annual Action Plan is <br />appropriate to meet the needs of the City and, therefore, is acceptable. <br /> <br />NOW THEREFORE BE IT RESOLVED <br />by the Council of the City of Portsmouth, <br />Virginia, that the proposed 2024 Annual Action Plan having been reviewed and <br />considered, said Plan be and hereby is approved as final in all respects, and the City <br />Manager is hereby authorized to file any additional information as may be required with <br />the Department of Housing and Urban Development in order to obtain funding for the <br />programs addressed in the Plans. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
