<br />April 25, 2023 <br /> <br />4. There was a consensus of City Council to provide funding for Hampton Roads Alliance. <br /> <br />5. There was a majority consensus of City Council to fund the Retiree Health <br />Reimbursement Arrangement (January 2024). <br /> <br />6. There was a consensus of City Council for a 2% salary increase for State <br />Compensation Board Employees. <br /> <br />7. There was a consensus of City Council to match the 2% salary increases for State <br />Compensation Board Employees. <br /> <br />8. There was a majority consensus of City Council to leave funding for the one-time <br />stipend of $1500 in the budget to be paid to retirees in PSRS and F&P. <br /> <br />9. There was a consensus of City Council to fund contractual obligation increases. <br /> <br />10. There was a consensus of City Council for Waste Management Vehicle Leasing. <br /> <br /> <br />City Attorney Graham-Williams reiterated to City Council that the above <br /> <br />consensus items were merely added to the proposed budget and not a vote to <br />adopt the budget. <br /> <br /> Vice Mayor Lucas-Burke informed citizens and City Council of Day of Peace Camp. <br /> <br /> <br /> Mr. Hugel asked that the proposed parking fees be removed from the budget. <br /> <br /> Mimi Terry, Interim City Manager, will provide information on how this impacts the <br />˗ <br />proposed budget. <br /> <br /> Dr. Whitaker inquired about report back on Pinners Pointe/Sugar Hill properties. <br /> <br /> City Attorney Graham-Williams will provide a report back. <br />˗ <br /> <br /> Mr. Moody asked that parking meters be brought up to date. <br /> <br /> Mimi Terry, Interim City Manager, informed citizens and City Council that the city <br />˗ <br />was waiting on parts to fix parking meters. <br /> <br /> Mr. Moody spoke on the State of City Address. <br /> <br /> <br /> Mr. Hugel thanked Interim City Manager and staff for a great City Council Retreat. <br /> <br /> <br /> Mayor Glover spoke on the following: <br /> <br /> State of the City. <br />˗ <br /> Thanked City staff for their hard work in preparing for the State of the City. <br />˗ <br /> Transit Advocacy Day, Thursday, May 4, 2023. <br />˗ <br /> <br />23 - 156 - Report on Pending Items <br /> <br /> <br /> Interim City Manager Terry thanked City staff for their continued hard work and <br />providing core services. <br /> <br /> <br /> Interim City Manager Terry and Police Chief Jenkins provided an update on the Court <br />Street Garage. <br /> <br /> <br />23 - 157 - Non-Agenda Speakers <br /> <br />1. Janice Davis, 1 Harbor Court, voiced her concern with the vandalism at the Harbor <br />Tower parking garage. <br /> <br />2. John Michael Sullivan, 1 Harbor Court, offered solutions to deter crime at the Harbor <br />Tower parking garage. <br /> <br />3. Dr. William Dodson, 901 Mimosa Road, voiced his concern with what he believes is <br />the lack of City Council leadership. <br /> <br /> <br /> <br /> <br />
