April 25, 2023 <br /> <br />WHEREAS, <br /> VDOT acquired property necessary for the road widening project and <br />upon completion of the project it conveyed all remnant parcels of the property that were <br />not necessary for the project to the City of Portsmouth; and <br /> <br />WHEREAS, <br /> the remnant parcels include 2625-2631 Turnpike Road (Tax Map <br />0183, Parcels 0310-0340) (the “Turnpike Property”); and <br /> <br />WHEREAS, <br /> Gary Muhammad has offered to acquire the Turnpike Property for the <br />construction of in-fill single family housing, and the Economic Development Authority has <br />adopted a Resolution authorizing conveyance of the Turnpike Property to Gary <br />Muhammad for a purchase price of $25,000, subject to City Council’s approval of <br />conveyance to the EDA; and <br /> <br />WHEREAS, <br /> PRHA acquired property generally described as 3115 Airline <br />Boulevard (Tax Map 0573, Parcels 0070-0220) (the “Airline Property”) in the 1980s; and <br /> <br />WHEREAS, <br /> PRHA was unable to attract a private redeveloper to acquire and <br />redevelop the Airline Property between its acquisition in the 1980s and the year 2020; <br />and <br /> <br />WHEREAS, <br /> in 2020 PRHA conveyed the Airline Property to the City for a potential <br />road project, but the City subsequently re-designed the project and determined that the <br />property is not necessary; and <br /> <br />WHEREAS, <br /> JOB Ventures, LLC has offered to acquire the Airline Property for <br />office/storage use, and the Economic Development Authority has adopted a Resolution <br />authorizing conveyance of the Airline Property to JOB ventures, LLC for a purchase price <br />of $110,000 (the appraised value), subject to City Council’s approval of conveyance to <br />EDA; and <br /> <br />WHEREAS, <br />the conveyance and development of the Turnpike Property and the <br />Airline Property would place the properties back on the tax rolls and save the City costs <br />for mowing and other maintenance; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that it approves and authorizes the conveyance of the Turnpike Property and the <br />Airline Property to the Economic Development Authority; and <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is authorized to execute and <br />deliver one or more Deeds conveying the Turnpike Property and the Airline Property to <br />the Economic Development Authority and to take such further actions as she deems <br /> <br />necessary or appropriate in furtherance of the purpose of this Resolution.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />23 - 154 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />23 - 155 - Items Submitted by Council Members <br /> <br />Budget Consensus: <br /> <br /> <br /> <br />1.
