April 11, 2023 <br /> <br />23 - 129 - Adoption of an ordinance accepting Child Welfare Substance Abuse and <br />Supplemental Services funding in the amount of $5,000 from the Virginia <br />Department of Social Services and appropriating said amount in the FY 2023 Social <br />Services Fund Budget for substance abuse testing, CPS emergency needs, and <br />meals for foster children. <br /> <br />Background: <br /> <br /> Child Welfare Substance Abuse and Supplemental Services funding is used for <br />drug testing and treatment services for children and families who are at risk due to <br />substance abuse/misuse, as well as other supplemental services. These are <br />supplemental services funds that are allocated by the Commonwealth to each local <br />department of social services. <br /> <br /> Additional funding may be requested from the Virginia Department of Social <br />Services and will be awarded as available. <br /> <br />Discussion: <br /> <br /> Portsmouth Social Services requested additional funding in the amount of $5,000 <br />to provide additional services to children and families that meet eligibility requirements for <br /> <br />the program. <br /> <br /> The additional funds will be used for substance abuse testing, CPS emergency <br />needs, and meals for transporting foster children. <br /> <br /> The additional funds were requested because initial funding was projected to be <br />exhausted prior to the end of the fiscal year. <br /> <br />Financial Impact: <br /> <br /> The funding requires a local match in the amount of 15.5%, which match has <br />previously been appropriated to the FY 2023 Social Services Fund Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING CHILD WELFARE SUBSTANCE ABUSE AND <br />SUPPLEMENTAL SERVICES FUNDING IN THE AMOUNT OF $5,000 FROM THE <br />VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2023 SOCIAL SERVICES FUND BUDGET FOR SUBSTANCE <br />ABUSE TESTING, CPS EMERGENCY NEEDS, AND MEALS FOR FOSTER <br />CHILDREN. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 130 - Adoption of a resolution to amend the Cost Allocation Agreement <br />between the Cities of Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, <br />and Virginia Beach, and the Transportation District Commission of Hampton <br />Roads. <br /> <br />Background: <br /> <br /> <br /> The City of Portsmouth, along with the Cities of Chesapeake, Hampton, Newport <br />News, Norfolk, and Virginia Beach and the Transportation District Commission of <br />Hampton Roads (“HRT”) are parties to the Cost Allocation Agreement, effectively dated <br />October 1, 1999. <br /> <br /> This Allocation Agreement, among its other provisions, defines how state and <br />federal funding received by HRT is allocated to the Participating Cities for the capital and <br />operating costs associated with acquiring, consolidating, rehabilitating, operating, and <br />expanding public transportation facilities and services for the Hampton Roads region. <br /> <br /> <br /> <br /> <br />
