April 11, 2023 <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Application of the tax relief credit to personal property tax bills. <br /> <br />Motion by Mr. Tillage, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ESTABLISHING A PERSONAL PROPERTY TAX RELIEF <br />PERCENTAGE OF 50% FOR CALENDAR YEAR 2023 PERSONAL PROPERTY TAX <br />BILLS. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 128 - Adoption of an ordinance accepting a Capacity Building Grant in the <br />amount of $18,450 from the Virginia Housing Development Authority and <br />appropriating said amount in the FY 2023 Social Services Fund Budget for use by <br />the Department of Social Services to develop a strategic plan for the Portsmouth <br />Homeless Area Consortium Continuum of Care. <br /> <br />Background: <br /> <br /> A Continuum of Care (CoC) is a regional or local planning body that coordinates <br />housing and services funding for homeless families and individuals. <br /> <br /> The Continuum of Care (CoC) Program is designed to promote communitywide <br />commitment to the goal of ending homelessness; provide funding for efforts by nonprofit <br />providers and state and local governments to quickly rehome homeless individuals and <br />families, while minimizing the trauma and dislocation caused to homeless individuals, <br />families, and communities by homelessness; promote access to and effect utilization of <br />mainstream programs by homeless individuals and families; and optimize self-sufficiency <br />among individuals and families experiencing homelessness. <br /> <br />Discussion: <br /> <br /> Portsmouth DSS is the lead agency for the CoC and has received a Capacity <br />Building Grant in the amount of $18,450 to support the development of a strategic plan. <br />The grant will aid PHAC CoC members in expanding efficiency and effectiveness of <br />programs offered in the community. <br /> <br /> Carrington Consulting facilitated and developed the strategic plan with input from <br />PHAC CoC members and community members. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A CAPACITY BUILDING GRANT IN THE AMOUNT OF <br />$18,450 FROM THE VIRGINIA HOUSING DEVELOPMENT AUTHORITY AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2023 SOCIAL SERVICES FUND <br />BUDGET FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO DEVELOP A <br />STRATEGIC PLAN FOR THE PORTSMOUTH HOMELESS AREA CONSORTIUM <br />CONTINUUM OF CARE. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br />
