April 11, 2023 <br /> <br />At a Regular Meeting of the City Council on Tuesday, April 11, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim <br />City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />Pastor Michael Porter, Sr., provided invocation which was followed by the Pledge <br />of Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Tillage, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Called Meeting of March 28, 2023, and of a Regular Meeting of March 28, 2023, and <br />was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />23 - 122Public hearing to solicit citizen comments on the Community Development <br /> <br /> Block Grant (CDBG) Annual Action Plan. <br /> <br />23 - 123(a) Public hearing to consider the Annual Operating Budget for <br /> <br /> FY2024. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke on provisions for collective <br /> bargaining. <br /> <br />2. Bruce LaLonde, 168 Yorkshire Road, spoke on ways to find additional money in the <br /> budget. <br /> <br />3. Ricky Martin, 539 Mount Pleasant Drive, voiced his opposition to the real estate <br /> assessments. <br /> <br />4. HeeJae Kim, 4813 Mallard Crescent, voiced her opposition to the real estate <br /> assessments. <br /> <br />5. William Dodson, 801 Mimosa Road, voiced his concern with the water and sewer <br /> infrastructure. <br /> <br /> (b) Public hearing on the recommended 2024-2028 Capital <br /> Improvement Program. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the $1 billion <br /> liability for water and sewer infrastructure. <br /> <br /> (c) Public hearing on proposed changes to Rates and Levies for the <br /> Fiscal Year ending June 30, 2024. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the proposed <br /> increased parking fees and other violations related to motor vehicles. <br /> <br />23 - 124 - Public hearing on code amendment, rezoning, and use permit applications: <br /> <br />(a) CA-22-01 CITYWIDE - Ordinance granting the City of Portsmouth a request to <br />amend City Code Ch. 40.2 Zoning Ordinance to modify specific <br />sections for clarity and function and to correct minor scrivener’s <br />errors throughout Zoning Ordinance. Planning Commission <br />recommends approval with conditions. <br /> <br /> <br /> <br /> <br /> <br />
