March 28, 2023 <br /> <br />WHEREAS, <br /> as part of the Project, Suffolk will install stormwater Best Management <br />Practices that will have the effect of providing additional protection against runoff polluting <br />Lake Meade; <br /> <br />WHEREAS, <br /> in furtherance of the Project, Suffolk is requesting that the City convey <br />the following interests in Tax Parcel 34B*EB20*21: fee conveyance of a 9,632 square <br />foot area for right of way and conveyance of a 2,445 square foot permanent non-exclusive <br />utility easement, all as shown on Exhibit A; and <br /> <br />WHEREAS, <br /> in furtherance of the Project, Suffolk is requesting that the City convey <br />the following interests in Tax Parcel 34B*EB27: fee conveyance of a 170 square foot area <br />for right of way; conveyance of a 971 square foot permanent drainage easement; and <br />conveyance of a 1,204 square foot permanent non-exclusive utility easement, all as <br />shown on Exhibit B; and <br /> <br />WHEREAS, <br /> in furtherance of the Project, Suffolk is requesting that the City convey <br />the following interests in Tax Parcel 34*10: fee conveyance of a 10,257 square foot area <br />for right of way; conveyance of a 222 square foot temporary construction easement; <br />conveyance of a 6,046 square foot permanent drainage easement; and conveyance of a <br />5,288 square foot permanent non-exclusive utility easement, all as shown on Exhibit C; <br />and <br /> <br />WHEREAS, <br /> the Department of Public Utilities has reviewed the proposed <br />conveyances and determined that they will have no negative impact on the City’s <br />watershed, and that the Project as a whole will benefit Lake Meade; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby approves and authorizes the conveyance of the requested property <br />interests to the City of Suffolk and that the City Manager is hereby authorized to execute <br />such documents or instruments as may be necessary or desirable in furtherance of the <br />intent of this Resolution.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 111 - Adoption of an ordinance accepting a Firearm Violence Intervention and <br />Prevention Fund grant in the amount of $500,000 from the Virginia Department of <br />Criminal Justice Services and appropriating said amount in the FY 2023 Grants <br />Fund for use by the Portsmouth Police Department for violent crime reduction <br />efforts. <br /> <br /> <br />Background: <br /> <br /> The Portsmouth Police Department (PPD) has been awarded grant funding in the <br />amount of $500,000 from the Virginia General Assembly through DCJS to provide funds <br />for supporting implementation of evidence-informed gun violence intervention and <br />prevention efforts. <br /> <br /> Estimated revenue in the FY 2023 Grants Fund is increased by $500,000. <br /> <br />Discussion: <br /> <br /> Portsmouth Police Department will use Firearm Violence Intervention and <br />Prevention Fund (FVIP) funding to continue our violent crime reduction efforts that started <br />with the Gun Violence Intervention Program grant. The funds will pay consultants to be <br />violence interrupters and a project manager who will report to the Police Department, <br />victim/witness relocation, and community and multimedia events. The funds will also <br />support the nonprofit Stop the Violence 757 school supply give-away and Go Orange <br />Weekend events. <br /> <br /> All personnel funded by this grant are consultants and not city employees. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding. <br /> <br /> <br /> <br /> <br /> <br /> <br />
