Steve Carroll, 3112 Riveredge Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO RE-APPROPRIATE UNEXPENDED/CARRYOVER FUNDS IN THE <br />AMOUNT OF $81,136,709 FROM THE FY 2022 PORTSMOUTH PUBLIC SCHOOLS <br />GRANTS FUND BUDGET TO THE FY 2023 PORTSMOUTH PUBLIC SCHOOLS <br />GRANTS FUND BUDGET.” <br /> <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 110 - Adoption of a resolution authorizing the conveyance of various title <br />interests in three parcels of property owned by the City of Portsmouth in the <br />vicinity of Pitchkettle Road to the City of Suffolk in furtherance of the Pitchkettle <br />Road Realignment Project. <br /> <br /> <br />Background: <br /> <br /> The City of Suffolk is performing a project to realign Pitchkettle Road. <br /> <br /> The City of Portsmouth owns various properties in Suffolk that serve as a <br />watershed to protect the City’s lake reservoirs. The City’s watershed parcels in the vicinity <br />. <br />of Pitchkettle Road protect Lake Meade <br /> <br /> In furtherance of the Pitchkettle Road Project, Suffolk is requesting that <br />Portsmouth convey various interests in portions of three watershed parcels. <br /> <br />Discussion: <br /> <br /> The City of Portsmouth and the City of Suffolk have traditionally worked <br />cooperatively in granting each other the land rights necessary for efficient operation of <br />their respective facilities. <br /> <br /> As part of the Pitchkettle Road Project, Suffolk will be installing new stormwater <br />Best Management Practice facilities. <br /> <br /> The Department of Public Utilities has reviewed the proposed conveyances and <br />determined that: (1) the conveyances will not impair the watershed protection of Lake <br />Meade; and (2) because of the stormwater BMPs to be installed by Suffolk, the net effect <br />of the Pitchkettle Road Realignment Project will be to increase the protection of Lake <br />Meade from pollution by stormwater runoff. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no financial impact. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute and deliver any required documents to effectuate <br />the conveyances. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE CONVEYANCE OF VARIOUS TITLE INTERESTS <br />IN THREE PARCELS OF PROPERTY OWNED BY THE CITY OF PORTSMOUTH IN <br />THE VICINITY OF PITCHKETTLE ROAD TO THE CITY OF SUFFOLK IN <br />FURTHERANCE OF THE PITCHKETTLE ROAD REALIGNMENT PROJECT. <br /> <br /> WHEREAS, <br />the City of Suffolk is undertaking a public works project to realign <br />Pitchkettle Road (the “Project”); and <br /> <br />WHEREAS, <br /> the City of Portsmouth owns various properties in Suffolk that serve <br />as a watershed to protect the City’s reservoir lakes from runoff; and <br /> <br /> <br /> <br /> <br />
