March 28, 2023 <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Departments for the City and Schools will complete the necessary <br /> <br />budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO DECREASE THE APPROPRIATION TO THE FY 2023 <br />PORTSMOUTH PUBLIC SCHOOLS GENERAL FUND BUDGET BY $696,054 AT THE <br />REQUEST OF PPS.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 107 - Adoption of an ordinance to decrease the appropriation to the FY 2023 <br />Portsmouth Public Schools Grants Fund Budget by $12,757 at the request of PPS. <br /> <br />Background: <br /> <br /> City Council appropriated $23,497,541 to the FY 2023 Grants Fund for the <br />Portsmouth Public Schools (PPS) by Ordinance 2022-37 adopted on May 10, 2022. <br /> <br /> At the request of PPS, by Ordinance 2022-108 adopted on November 22, 2022 <br />City Council re-appropriated funding in the amount of $4,004,537 that was unexpended <br />prior to July 1, 2022 from the FY 2022 PPS Grants Fund to the FY 2023 PPS Grants <br />Fund. <br /> <br /> Upon completion of its audit to determine final figures, PPS determined that the <br />amount of unexpended funds re-appropriated by Ordinance 2022-108 should be reduced <br />by $12,757. <br /> <br /> On February 23, 2023, the Portsmouth School Board adopted a Resolution <br />requesting that City Council reduce the appropriation to the FY 2023 Portsmouth Public <br />Schools Grants Fund Budget by $12,757 to reflect the final figures in the PPS audit. <br /> <br />Discussion: <br /> <br /> City Council Ordinance 2021-31 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2022 Portsmouth Public <br />Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of <br />the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be <br /> <br />deemed unspent appropriations that will require re-appropriation by the City Council.” <br /> <br /> Re-appropriation Request of Unspent/Carryforward Funds: PPS previously <br />requested the re-appropriation of $4,004,537 in unexpended funds from the FY 2022 PPS <br />Grants Fund budget to the FY 2023 PPS Grants Fund budget, subject to confirmation of <br />an exact amount by audit.
