<br />January 24, 2023 <br /> <br />- New Business - <br /> <br />23 - 35 - Boards and Commissions <br /> <br />Councilman Moody offered the following nominations: <br /> <br />Appointments for Jocelyn Terry-Adumuah, Interim Director of Planning <br />Southeastern Public Service Authority <br />Towing Advisory Board <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to close nominations <br />and the above nominations were adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 36 - Items Submitted by Council Members <br /> <br /> Mr. Barnes voiced his concern with the following: <br /> <br /> Dilapidated buildings in the City specifically the grocery store on Elliott Avenue and <br />˗ <br />cleaners on Portsmouth Blvd. <br /> <br /> Mimi Terry, Interim City Manager provided an update. <br /> Invitations to events. <br />˗ <br /> Update on forensic audit. <br />˗ <br /> <br /> Mimi Terry, Interim City Manager will provide an update at the next meeting. <br /> <br /> Mr. Moody asked that Interim City Manager Terry provide a report back on <br /> <br />establishing a program to recruit and retain police officers. <br /> <br /> Vice Mayor Lucas-Burke informed citizens and City Council of the $4.6 million request <br /> <br />from the School Board for metal detectors. <br /> <br /> Interim City Manager Terry will provide a report back at the next meeting. <br /> <br /> <br /> There was a consensus of City Council to have City Attorney Graham-Williams come <br />back with possible code language regarding gun shops and use by right. <br /> <br /> Mr. Moody asked for an update on the Fusus camera system. <br /> <br /> Police Chief Jenkins provided an update. <br />˗ <br /> <br /> Mayor Glover informed citizens and City Council of Portsmouth being named #1 City <br /> <br />for First Time Homebuyers by Realtors.com. <br /> <br />23 - 37 - Report on Pending Items <br /> <br /> <br /> There were no pending items. <br /> <br />23 - 38 - Non-Agenda Speakers <br /> <br />1. Janey Culpepper, 3900 South Street, voiced her concern with the railings at City Park. <br /> <br />2. Sergio Neal, 1420 Elm Avenue, spoke in support of providing the schools with funding <br />for metal detectors. <br /> <br />3. Cheryl Bryant, 4626 West Norfolk Road, spoke on the importance of having better <br />mental health programs. <br /> <br />4. Cedric Cradle, 725 Bold Street, voiced his concern with the Commonwealth <br /> Attorney’s Office. <br /> <br />5. Kamari Carraway, 37 Dale Drive, read the names of those who lost their lives to gun <br /> violence. <br /> <br /> <br /> <br /> <br /> <br />
