January 24, 2023 <br /> <br />Discussion: <br /> <br /> Following Parks & Recreation policy, the facility naming request was verified by <br />city staff and then brought forth to the Parks and Recreation Commission. During the <br />Commission meeting on September 28, 2022, the commission allowed for public input on <br />the naming request. All Commission members that were in attendance also had the <br />opportunity to make a statement for, against or neutral; and a brief discussion took place <br />before voting on the agenda item. Additionally, Mr. Charles Benton, President of the <br />Historical Truxton Civic League, was present at the meeting and spoke in favor of the <br />name change on behalf of the Civic League. The Parks and Recreation Commission <br />voted unanimously in favor of renaming the John F. Kennedy Recreation Center as the <br />Hendricks/Kendall Recreation Center, after Ms. Florence Kendall and Ms. Ruth <br />Hendricks. They based this approval on the long history of positive contributions to the <br />City’s Parks and Recreation Department by both individuals. The renaming application <br />request and accompanying documentation is included for City Council review. <br /> <br />Financial Impact: <br /> <br /> Currently, there is no sign at this recreation center indicating park rules/regulations. <br />We propose to have a sign constructed per the Parks & Recreation standard, which will <br />state the rules and also have the new name of the center. Estimated cost of signage is <br />between $4000 and $5000. The sign is eligible to be paid for with grant funds. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> Begin the process for procuring new signage for the facility. <br /> <br />1. Donna-Lee Biggs, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION TO RENAME THE JOHN F. KENNEDY RECREATION CENTER <br />LOCATED AT 12 GRAND STREET THE “HENDRICKS/KENDALL RECREATION <br />CENTER”. <br /> <br /> WHEREAS, <br />a request was filed in accordance with Parks & Recreation <br />Department policy by Mr. George Eason Jr. and Ms. Jacqueline Kendall to rename the <br />John F. Kennedy Recreation Center located at 12 Grand Street the “Hendricks/Kendall <br />Recreation Center”; and <br /> <br />WHEREAS, <br /> the new name would honor Ms. Ruth Hendricks and Ms. Florence <br />Kendall, both of whom provided numerous positive contributions to the City’s parks and <br /> <br />recreation facilities and services; and <br /> <br /> WHEREAS, <br />at its meeting on September 28, 2022 the Parks & Recreation <br />Commission solicited public input on the renaming request, and subsequently voted <br />unanimously in favor of approving the request; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that the John F. Kennedy Recreation Center located at 12 Grand Street is hereby <br />renamed the “Hendricks/Kendall Recreation Center”, and that the City Manager is <br />authorized to take such actions as are appropriate in furtherance of the purpose of this <br /> <br />Resolution, including obtaining new signage for the facility.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
