January 10, 2023 <br /> <br />23 - 17 - Public hearing on a use permit application: <br /> <br />UP-22-17 PARK MANOR - Resolution granting the request of Polk Pinewill <br />Builders LLC, requests a Use Permit for four (4) duplexes on the <br />approximate 0.92-acre property at 330 Park Manor Road. The <br />property is currently zoned Urban Residential (UR). The Future Land <br />Use Map of the Build One Portsmouth Comprehensive Plan <br />designates this property for Single-Family Residential with Low to <br />Medium Density. The property is owned by Polk Pinewill Builders <br />LLC. Planning Commission recommends denial. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to withdraw Item UP- <br />22-17 by request of the applicant, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />23 - 18 - Adoption of an ordinance accepting funding in the amount of $190,000 <br />from the Virginia Department of Behavioral Health and Developmental Services and <br />appropriating said funds in the FY 2023 Behavioral Healthcare Services Fund for <br />improvements to IT and Data infrastructure. <br /> <br />Background: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded the Portsmouth Department of Behavioral Healthcare Services $190,000 in <br />IT/DATA infrastructure funding for the modernization of IT infrastructure. <br /> <br />Discussion: <br /> <br /> The IT/DATA infrastructure funds will enhance information technology <br />infrastructure with respect to data, business analytics, and critical operating systems <br />including financial management systems. <br /> <br /> This funding will enhance Behavioral Healthcare Services’ ability to collect, <br />manage, and analyze data to continue to meet the data-sharing requirements as <br />established by the Commonwealth. <br /> <br />Financial Impact: <br /> <br /> <br /> No additional local funding is required. <br /> <br />Recommended Action <br /> : <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $190,000 FROM THE <br />VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2023 BEHAVIORAL <br />HEALTHCARE SERVICE FUND FOR IMPROVEMENTS TO IT AND DATA <br />INFRASTRUCTURE.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
