January 10, 2023 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 10, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City <br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Barnes, to adopt the minutes of a <br />Called Meeting of December 13, 2022, of a Regular Meeting of December 13, 2022, of a <br />Special Called Meeting of January 3, 2023, and of a Reorganizational Meeting on January <br />3, 2023, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- Presentation - <br /> <br /> <br /> Oath of Office for Police Chief Stephen Jenkins. <br /> <br />- Public Hearing - <br /> <br /> <br />23 - 16Public hearing on the proposedresolutions in accordance with Section 15.2- <br /> <br />2606 of the Code of Virginia of 1950,as amended, for each of the following <br /> <br />two financings: <br /> <br /> <br />(1) the City of Portsmouth, Virginia's (the "City") issuance of up to <br />$5,950,000 in Wastewater System Revenue Bonds (the "Wastewater <br />Revenue Bonds") to finance, with respect to the City's water and sewer <br />system, certain costs of acquiring, constructing and equipping capital <br />improvements for which bond proceeds have been appropriated pursuant <br />to the City's Capital Improvement Plan, as the City Council may amend it <br />from time to time hereafter and the costs of issuance related to the <br />financing. <br /> <br />1. Donna-Lee Biggs, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. <br /> <br /> <br />(2) the City's issuance of up to $2,900,000 in Stormwater General <br />Obligation Bonds (the "Stormwater General Obligation Bonds") to finance, <br />with respect to the City's storm water system, certain costs of acquiring, <br />constructing and equipping capital improvements for which bond proceeds <br />have been appropriated pursuant to the City's Capital Improvement Plan, <br />as the City Council may amend it from time to time hereafter and the costs <br />of issuance related to the financing. <br /> <br />1.
