<br />At a Regular Meeting of the City Council on Tuesday, December 13, 2022, there
<br />were present:

<br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa
<br />L. Lucas-Burke, Dr. Mark M. Whitaker, *Paul J. Battle, Christopher L. Woodard, Jr., City
<br />Manager Tonya D. Chapman, City Attorney Lavonda Graham-Williams.

<br />Mayor Glover asked for a moment of silence which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the minutes of
<br />a Called Meeting of November 22, 2022, and of a Regular Meeting of November 22, 2022,
<br />and was adopted by the following vote:

<br />a resolution to request the General Assembly to amend the present City
<br />Charter. The proposed amendment to the Charter will revise Charter
<br />Section 12.09 (Recall of elective officers).

<br />22 - 365 - Public hearing on use permit and rezoning applications:
<br />
<br />(a) Z-22-05 TOWNE POINT PLAZA - Ordinance granting the request of John
<br />Sandow, PE, on behalf of The Flats at Twin Pines, LLC, to rezone
<br />approximately 3.73 acres at 3993 Twin Pines Road from Conditional
<br />Multi-Family Urban Residential (UR-M-K) to Multi-Family Urban
<br />Residential (UR-M) in order to remove the existing proffers and
<br />develop an 82-unit multi-family dwelling development. The applicant
<br />is concurrently requesting a Use Permit for a multi-family dwelling
<br />(UP-22-15). The Future Land Use Map of the Build One Portsmouth
<br />Comprehensive Plan designates this property for Multi-Family
<br />Residential. The property is owned by The Flats at Twin Pines, LLC.
<br />Planning Commission recommends approval.
