<br /> At a regular meeting of the City Council held on Tuesday, February 25, 1986, there were
<br />present:

<br />with prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Motion of Mr. Gray and seconded by Mr Beamer, minutes of the called meeting of February
<br />11, 1986; minutes of the regular meeting of February ll, 1986, to be approved as received, and
<br />was adopted by unanimous vote.
<br />
<br />Mayor Holley welcomed all visitors in attendance.
<br />
<br /> 86-55 - Mayor Holley presented to Miss Angela J. Thig~en the "Key to the City" in recog-
<br />nition of receiving the title as "Miss Virginia Teen U.S.A. 1985".
<br />
<br /> 86-56 - Mayor Holley presented C~ertificates of Appreciation to Dr. David A. Pitrolo of
<br />the Emergency Medical Services Advisory Commission; Richard F. Wood, Sr. of the Industrial
<br />Development Authority/Portsmouth Port & Industrial Commission; Adm. James A. Brown of the
<br />Supplemental Retirement Board; Ora C. Churchill, Helen V. Davis, James H. Haskett, Jr.,
<br />Lillian B. Mayo, and Kate L. Tonkin~al~ former members of the Sister Cities Commission, for
<br />services rendered.

<br /> On motion of Mr. Beamer and seconded by Mrs. Lucas, the following items approved on first
<br />reading at the Public Hearing of February 11, 1986 and regular meeting of February 11, 1986,
<br />were adopted on final reading, and by the following v~te:

<br />86-45 - Use permit applications:
<br />
<br />"A RESOLUTION GRANTING A USE PE~IIT TO CALVARY EVANGELICAL BAPTIST
<br />CHURCH TO OPERATE A CHURCH AND PLACE OF WORSHIP AT 205 GUST LANE.
<br />
<br /> WHEREAS, Calvary Evangelical Baptist Church, by Allen R. McFarland, Pastor, and Messrs.
<br />Jones, Duncan and Fate, Trustees, have made application pursuant to 640-71 (b) of the Code
<br />of the City of Portsmouth, Virginia, 1973, for the granting of a use permit as hereinafter
<br />described; and
<br />
<br /> WHEREAS, the applicant and the Planning Director have done all 'things required to be
<br />done in connection with said application; and
<br />
<br /> WHEREAS, the Planning Commission has recommended the granting of said use permit.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />1. That the use for which the use permit hereinafter described is sought:
<br />
<br /> (a) Will not adversely affect the health and safety of persons residing or working
<br />in the neighborhood of the proposed use;
<br />
<br /> (b) Will not be deterimental to the public use or injurious to the property and
<br />improvements in the neighborhood; and
<br />
<br />(c) Will be in accordance with the purposes of the Zoning Chapter of the City Code.
<br />
<br /> 2. Calvary Ewangelical Baptist Church is hereby granted a use permit pursuant to [40-71
<br />(b) of the Code of the City of Portsmouth, Virginia, to operate a church and place of worship
<br />including educational buildings, on the property designated as 205 Gust Lane (Tax Map 490~
<br />Parcel 2), which parcel contains 1.75 acres and is more particularly described as follows:

<br /> BEGINNING at the northwest intersection of Gust Lane and Avondale Road;
<br />thence northwesterly along the west right-of-way of Gust Lane 440' +; thence
<br />southwesterly 220' to the east right-of-way of Avondale Road; thenc~ south-
<br />easterly 275' +to the north right-of-way of Avondale Road; thence easterly
<br />along said right-of-way 330' ~ to Gust Lane;~the Point of Origin.
<br />
<br />3. The use permit is approved subject to the following conditioni
<br />
<br /> (a) A standard site improvement plan must be submitted to the Department of
<br />Engineering and Technical Services for review and approval and must include appropriate
<br />screening along the western boundary of the parcel as required in 640-44 of the City Code."
