November 22, 2022 <br /> <br />At a Regular Meeting of the City Council on Tuesday, November 22, 2022, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Tonya D. Chapman, City Attorney Lavonda Graham-Williams. <br /> <br />Prayer Coordinator Kim Murphy provided invocation which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Mayor Glover congratulated Councilmen-Elect Mark Hugel and Vernon Tillage on <br /> <br />being elected to City Council. He also congratulated Councilman Moody on his <br />re-election. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the minutes of a <br />Called Meeting of October 25, 2022, and of a Regular Meeting of October 25, 2022, and <br />was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- Presentation - <br /> <br /> <br /> Presentation of a proclamation for “Small Business Saturday”. <br /> <br />- Public Hearing - <br /> <br />22 - 335 - Public hearing on a use permit application: <br /> <br />UP-22-13 PARKWAY PLAZA - Resolution granting the request of Vermonica <br />Smith for a Use Permit for an event space/banquet hall in Suite 3981 <br />within the Parkway Plaza Shopping Center located at 3985 Twin <br />Pines Road in the General Mixed-Use (GMU) zoning district. The <br />Future Land Use Map of the Build One Portsmouth Comprehensive <br />Plan designates this property as Multi-Family Residential. The <br />property is owned by Parkway Holding LLC. Planning Commission <br />recommends approval with conditions. <br /> <br />1. Vermonica Smith, 4016 Oakhurst Road, presented the application. <br /> <br />Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-22-13) TO VERMONICA SMITH TO <br />OPERATE AN EVENT SPACE/BANQUET HALL AT 3985 TWIN PINES ROAD (TAX <br />PARCEL 0846-0021). <br /> <br /> <br />WHEREAS <br /> , Vermonica Smith has made application pursuant to Section 40.2-533 <br />of the Code of the City of Portsmouth, Virginia for the granting of a use permit to operate <br />an event space/banquet hall at 3985 Twin Pines Road (Tax Parcel 0846-0021); and <br /> <br />WHEREAS <br /> ,Parkway Holding LLC, the owner of the subject property, has <br />consented to the filing of the application; and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the approval with <br />conditions of the application for a use permit. <br /> <br /> <br /> <br /> <br /> <br />
