November 22, 2022 <br /> <br />Discussion: <br /> <br /> City Council Ordinance 2021-31 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2022 Portsmouth Public <br />Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 <br />of the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will <br />be deemed unspent appropriations that will require re-appropriations by the City <br /> <br />Council.” <br /> <br /> Re-appropriation Request of Encumbered Funds: PPS is requesting the re- <br />appropriation of the preliminary amount of $1,417,600 related to Perkins Career & <br />Technical and Title I. <br /> <br /> Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting the <br />re-appropriation of the preliminary amount of $2,586,937 related to <br />unspent/unencumbered funds as of the end of the fiscal year. The <br />unspent/unencumbered funds are comprised of the following: <br /> $491,489 from the Virginia Preschool Initiative Program <br />o <br /> $907,247 from the Early Reading Initiative Program <br />o <br /> $100,201 from the SOL Algebra Readiness Program <br />o <br /> $1,088,000 from the Virginia Public Schools Authority Program <br />o <br /> <br /> The following table shows the impact of the proposed re-appropriation of the <br />preliminary amount to the FY 2023 PPS Grant Fund: <br /> <br />Current Encumbered Unencumbered Total Revised <br />FY 2023 FY 2022 Re-FY2022 FY 2023 <br />Fund Appropriation appropriation Re-appropriation Appropriation <br /> <br />Grant Fund $23,497,541 $1,417,600 $2,586,937 $27,502,078 <br /> <br />Financial Impact: <br /> <br /> This is a re-allocation of previously appropriated FY 2022 PPS Grant Fund money. <br /> <br /> <br /> The FY 2023 PPS Grant Fund will increase by the amount shown above. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Departments for the City and Schools will complete the necessary <br /> <br />budget adjustments. <br /> <br />Motion by Mr. Woodard, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO RE-APPROPRIATE UNEXPENDED FUNDS IN THE AMOUNT OF <br />$4,004,537 FROM THE FY 2022 PORTSMOUTH PUBLIC SCHOOLS GRANT FUND <br />BUDGET TO THE FY 2023 PORTSMOUTH PUBLIC SCHOOLS GRANT FUND <br />BUDGET.” <br /> <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 351 - Adoption of an ordinance to re-appropriate unexpended funds in the <br />amount of $3,128,184 from the FY 2022 Portsmouth Public Schools Risk <br />Management Fund Budget to the FY 2023 Portsmouth Public Schools Risk <br />Management Fund Budget. <br /> <br />Background: <br /> <br /> City Council appropriated $22,967,748 to the FY 2022 Risk Management Fund for <br />the Portsmouth Public Schools (PPS). <br /> <br /> On September 22, 2022 the Portsmouth School Board adopted a Resolution <br />requesting that City Council appropriate the preliminary amount totaling $3,128,184 from <br />the FY 2022 PPS Risk Management Fund Budget to the FY 2023 PPS Risk Management <br />Fund Budget. <br /> <br /> <br /> <br /> <br />
